Job Announcement

As the Human Resources Manager for the Department of Neighborhood and Community Services (NCS), provides strategic leadership and direction to all aspects of human resources management, including employee relations, payroll processing, training/professional development, recruitment/staffing/retention, business processes related to human resources, and workforce and succession planning. NCS is a large and complex department with separate lines of business, over 150 geographically dispersed worksites and a highly diverse workforce. The incumbent in this position requires limited direction, exercises considerable independent judgment, operates with a high degree of autonomy to troubleshoot and solve complex issues and apply systemic solutions to human capital business problems, and oversees high-volume employment and payroll operations. Extensive knowledge of the principles, practices and techniques related to human resources as well as extensive knowledge of the legislative and executive decision-making processes. Identifies and determines appropriate methods for gathering data; making oral presentations and supervising professional and para-professional employees across a variety of class specifications. Responsible for the daily management of the NCS Human Resources unit, and provides strategic services, support and counsel to the Agency Director, Deputy Directors, and Senior Agency Management. Responsible for and oversees the development and implementation of human resources polices, programs and services, including legal compliance, position management, employment practices and procedures, human capital project management and countywide liaison functions. Participates in department and county committees and workgroups as needed. Performs related work as required for the benefit of the department.

Note: Salary will not exceed the midpoint of the advertised salary range.

Effective July 2, 2022, compensation plans will be increased by 4.01% (market rate adjustment).

  • Manages senior level professional level staff servicing multi-departments in human resources programs and initiatives;
  • Leads strategic human resources departmental initiatives related to Human Resources, such as, Workforce Planning, Succession Planning, etc.;
  • Provides leadership guidance and assistance to senior departmental management on all aspects of human resources issues;
  • Serves as lead for human resources on departmental steering committees that establish best human resources management practices, benchmarking, and consistent human resources guidelines and procedures on a departmental basis.

  • Ability to use word processing, spreadsheet, and presentation software;
  • Ability to supervise professional and paraprofessional employees including coaching, counseling, training, and evaluation.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field; Plus four years of professional-level human resources experience including one year in a supervisory capacity.

CERTIFICATES AND LICENSES REQUIRED:
None.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a Child Protective Services Registry check to the satisfaction of the employer. Additional Work Schedule Requirements: For special assignments/deadlines, alternate/flex schedule or comp time may be required.

PREFERRED QUALIFICATIONS:
  • Bachelor’s degree in in human resource management, public administration, or a related field
  • Experience supervising a professional-level Human Resources staff
  • Experience managing a full range of HR program functions
  • Knowledge of federal, state, and local HR laws and regulations
  • HR certification (PHR, IPMA, SHRM - CP)
  • Experience with human resources information systems
  • Demonstrated ability to communicate effectively with employees at all levels
  • Attention to detail, problem solving skills and ability to simultaneously manage multiple tasks in a fast-paced environment

PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature. However, incumbent may be required to do some walking, standing, bending, and carrying items up to 25 pounds. Ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community. All duties may be performed with or without reasonable accommodations.
