Assistant Director of Budget and AdministrationThe George Mason University, Office of Research, Innovation and Economic Impact (ORIEI), invites applicants for an Assistant Director of Budget and Administration. ORIEI has overall responsibility for the university's research enterprise. ORIEI works to promote and optimize the success and impact of these endeavors and to create an environment that sustains the highest standards of ethical research and scholarship.George Mason University has a strong institutional commitment to the achievement of excellence and diversity among its faculty and staff, and strongly encourages candidates to apply who will enrich Mason's academic and culturally inclusive environment.About the Position:The Assistant Director of Budget and Administration reports directly to the Associate Vice President of Innovation & Economic Development, and is a key member and trusted leader, along with three other senior, experienced team members, supporting the execution of the department's strategic initiatives. The primary purpose of this position is to provide leadership for all financial, administrative, and operational functions of the Mason Enterprise department. Key areas of responsibility include budget forecasting and financial management, year-end closeout and reconciliation, operations, procurement, personnel, and program management of new strategic initiatives. This position ensures Mason Enterprise grant proposals submissions are complete and timely, that all grants operate in compliance, that new opportunistic and strategic initiatives are implemented, and that staff salaries and efforts are current. Mason Enterprise and its extended grant program staff are a 180+ person operation that guide and educate student entrepreneurs, innovative research faculty, and small businesses and start-ups across Virginia. Last year Mason Enterprise staff helped more than 10,000 small businesses and start-ups and put on more than 800 workshops and entrepreneur programs.Responsibilities:Serve as the organizational administrative expert applying knowledge of Commonwealth of Virginia and George Mason University policies, rules, and regulations for program business operations;Interpret policy, develop procedures, and apply knowledge of effective business practices and procedures;Coordinate and supervise diverse administrative, financial, operational, and personnel functions;Work effectively across a wide array of University departments and with external associates; andEnsure that executive management is provided the information and resources needed to make management decisions.Budget and FinancialProvide oversight of the financial operations of Mason Enterprise to include:Accounting and financial transactions including but not limited to accounts payable and receivable, receivables reporting, reconciliation, revenue/expenditure forecasting, and year-end financial closeouts;Exercise primary responsibility for grant and revenue funds;Analyze financial performance and communicate to key stakeholders tosupport short and long-term strategic planning and decision-making;Develop annual operating budget based on strategic plans and operational realities;Prepare procurement solicitations and act as contract administrator for service contracts;Provide budget management in a timely and efficient manner with attention given to accuracy of detail;Produce regular reports of fiscal activities and provide analysis of project status;Efficiently coordinate fiscal aspects of all Mason Enterprise programs;Be knowledgeable about goals and objectives and contribute to tasks and activities related to achievement of goals; andEnsure that all purchases meet budgetary guidelines and university procurement policies and are available when needed.OperationsProvide project management reporting and oversight for new initiatives;Provide leadership and general direction for the procurement of facilities, maintenance, contracted services, events management;Primary liaison to relevant Mason offices including Fiscal Services, Human Resources, Facilities, and OSP; andServe as the organizational administrative expert applying knowledge of Commonwealth of Virginia and George Mason University policies, rules, and regulations for administrative and program services.Strategic and AdministrativeUnder the direction of the AVP, execute special projects and strategies and processes that will drive the strategic plan and vision and ensure the departmental goals, standards and objectives are in alignment with the strategic plan;Manage the ongoing strategic planning process;Maintain all legal agreements with partner institutions in coordination with Mason Office of General Counsel;Provide administrative and operational leadership to a highly integrated team from a variety of departments including the Office of Tech Transfer, Entrepreneur Programs, and Government Advisory Services;Ensure and evaluate compliance with applicable state and federal laws and regulations;Participate as a member of the Mason Enterprise administrative leadership team, provide input and support the attainment of goals and outcomes established in the strategic plan;Develop strong collaborative professional relationships across a variety of functions and institutional units in order to support an integrated, transparent and high functioning organization;Actively participate as a member of working committees; andAct as delegated signature for contracts up to $5,000.PersonnelSupervise the document flow for hires, terminations, leaves, salary changes, special payments and ensure that office space and equipment are available; andHR Liaison responsible for providing policy guidance and feedback, maintaining a working knowledge of legal requirements related to daily management of employees, and processing personnel transactions according to HR policy, procedures, and deadlines.Required Qualifications:A 4-year college degree (Business Administration, Business Management, Accounting or related field preferred) or commensurate combination of education and work experience;Demonstrated progressively responsible experience (minimum of five years);Clear and effective communication skills (verbal and written);Ability to establish and maintain effective working relationships across a wide array of University departments and associates;Possess superior customer service skills and the ability to communicate effectively with internal and external clients/customers;Ability to interpret policy, develop procedures, and apply knowledge of effective business practices and procedures;Demonstrated experience coordinating and supervising administrative, financial, operational and personnel management functions;Ability to exercise sound and independent judgment and address complex issues with minimal or no supervision;Demonstrated focus on customer service, time management, teamwork, professionalism and accuracy; andProficient with Microsoft suite software programs.Preferred Qualifications:Master's degree and/or relevant professional certifications;More than 5 years of progressively responsible experience;Working knowledge of eVA purchasing system; Banner;Expert as an organizational administrator applying knowledge of Commonwealth of Virginia and George Mason University policies, rules, and regulations for program business operations;Certification and/or training as a Commonwealth procurement officer; andCertification in project management.
