Position Information
Please note: This is currently an overstrength position expected to last up to 2 years. This position is currently eligible for all County-provided benefits.

The Department of Management and Finance, Division of Real Estate Assessments is seeking a Project Manager to lead the implementation of a new Real Estate Appraisal systems. This new system will replace the County's current system. This position will develop an RFP for the system, and with the software vendor manage the full project life cycle of this implementation.

Specific duties include:

  • Serving as the primary project manager for implementation of the computer assisted mass appraisal system which includes coordinating the work of the selected software vendor;
  • Preparing and documenting requirements and the scope of work to support the request for proposal (RFP) process for the initiative;
  • Working with the software developer to manage system development, design configuration, implementation, conversion, change management, communications, testing and integration with other applications;
  • Liaising with the groups within the Real Estate Division as well as the owners of systems that the new system will interface with to ensure mutual support and effective communications throughout the project lifecycle;
  • Working with project sponsors, County staff, consultants and vendors to identify/define user requirements and design a solution to support the requirements;
  • Developing project plans for all phases of the project and managing tasks and resources associated with each phase;
  • Developing project timetables and tracking and reporting on project milestones and status to the Sponsor Committee;
  • Managing organizational change management as a result of new business processes and the new system;
  • Managing the project budget; and
  • Assigning tasks and providing professional mentorship and guidance to team members.
The ideal candidate will have strong effective written and oral skills and must be highly flexible, self-disciplined, and a fast learner with the ability to make effective decisions.

Selection Criteria
Minimums: Bachelor's degree in Computer Science, Information Systems Management, Information Technology, Business Administration Project Management, or a related field plus considerable and progressively responsible experience directly related to Project Management including experience managing large IT programs and coordinating or supervising the work of others.

Substitution: Additional qualifying experience may substitute for the education requirement on a year for year basis.

Preference may be given to applicants with one or more of the following:

  • Experience with Real Estate Assessment/Appraisal Systems;
  • Experience in Local Government;
  • PMP certification;
  • Significant understanding of real estate mass appraisal in a local government setting;
  • Experience working and communicating with various levels both within and outside the organization including top management technical IT staff, and first-level end users.
