Position Information

The Arlington Economic Development (AED) is seeking an experienced Management & Budget Specialist to join the Operations Division. This Division is responsible for managing AED's administrative functions, which include finance, budget, procurement, information technology, facilities management, and other general services.

The Management & Budget Specialist will assist with fiscal, budgetary, accounting, purchasing, quality assurance, administrative and technical support services. This role includes advanced financial analysis, maximizing fiscal resources and tracking costs, reviewing expenses and revenues for accuracy, and making modifications.

Duties include:

  • Assisting in preparation of the AED budget of approximately $17 million, which includes budget formulation, execution, tracking, monitoring, and close-out;
  • Managing the procurement and payment of goods and services purchased by department, including generate purchase orders and maintain payments into the financial system;
  • Assisting with contract administration and staff to maintain services;
  • Using an integrated financial system (Oracle) and MS Office for the preparation and maintenance of fiscal tracking documentation, spreadsheets, databases, presentations, reports, and other documents;
  • Tracking state and federal funds expended and received;
  • Monitoring externally funded program budgets and spending;
  • Preparing statistical and narrative program/project reports; and
  • Performing other duties as assigned.

The successful candidate will possess experience providing fiscal oversight and budgeting, highly developed communication skills to present clear and concise analysis of complex issues, while maintaining successful working relationships.

Selection Criteria


  • Bachelor's Degree in Accounting, Finance, Business, Economics, Public Administration, or a related field; and
  • Experience in the finance, planning and administration of publicly funded programs or related work that includes budgeting, accounting and/or procurement
Substitution: Additional qualifying experience may be substituted for the education requirement on a year-for-year basis.

Desirables: Preference may be given to candidates with a Master's degree or related field and experience in one or more of the following:

  • 3 years of experience in the finance, planning and administration of publicly funded programs or related work that includes budgeting, accounting, and procurement;
  • Financial management of local, state and/or federal programs;
  • Development, administration, and monitoring of large complex budgets;
  • Proficiency with Microsoft Office Suite and web-based Oracle business software; and
  • Quality assurance, monitoring program performance, and/or working with performance measurements.

Special Requirements

An assessment of MS Excel skills may be administered.

Completion of the Commonwealth of Virginia "Statement of Economic Interest (Financial Disclosure)" form will be required of the successful candidate upon hire and annually thereafter.
