Position Information

The Facilities Management Bureau (FMB), within the Department of Environmental Services , is seeking a Facilities Management Bureau Chief to manage 63 full-time staff members and an annual operating budget of approximately $18M. The FMB is responsible for preventive and corrective maintenance services to maintain operating facilities functionality, facilities capital equipment replacement programs, and custodial services for Arlington's more than 85 public facilities. The facilities include office buildings, fire stations, recreation centers, historic buildings, detention and courts-police justice center, libraries, and more. Additionally, FMB provides security services for all facilities and motor pool services for County staff in the Courthouse campus.

The FMB's core mission is to provide the highest level of customer experience for County visitors and staff with safe, functional, and well-maintained facilities, which includes continuous preventive and corrective maintenance services, replacement of aging equipment and building components and providing a high level of cleanliness.

Specific duties include:

  • S upervising the Facilities Maintenance team, the Capital Equipment Project group and the Custodial/Motor Pool/Administrative staff in delivering the FMB mission and providing customer service;
  • Managing the Facilities Program Manager, Facilities Maintenance Section Manager, Contract Specialist Manager and Security Program Coordinator;
  • Preparing the annual budget, including funds for contracted maintenance, equipment replacement projects and in-house and contracted custodial services;
  • Developing staffing plans consistent with anticipated workloads and accommodating additional facilities-related services' needs;
  • Assessing customer concerns of County-owned facilities to establish priorities for equipment replacement needs to include in annual capital maintenance budget requests;
  • Developing and implementing programs to increase facility energy efficiency while maintaining HVAC and lighting performance standards;
  • Monitoring maintenance budget expenditures while maintaining facilities' operating conditions within budget limits;
  • Establishing and implementing staff training programs to remain current with building management technology developments;
  • Managing security and access control for all owned and leased facilities, maintaining the register of County employees and embedded contractor staff authorized to enter County facilities; and
  • Identifying and implementing initiatives for continuous improvement to efficiently maintain the operating standards for County facilities.

Selection Criteria

Minimum:

  • Bachelor's degree in Engineering, Architecture, Construction Management, Public Administration or a directly related field.
  • Three (3) years of progressively responsible experience in facilities management, which includes program and budget planning, contract administration and negotiation, and experience with automated building systems.
  • Two (2) years of staff supervisory experience.
Substitution: Additional qualifying experience in facilities management may substitute for the education requirement on a year-for-year basis.

Desirable: Preference may be given to candidates with experience in one or more of the following:

  • Contract management;
  • Developing safety programs to detect, minimize and control safety hazards;
  • Identifying major long-term and short- term maintenance requirements;
  • Implementation of a large and complex portfolio of CIP projects; and
  • Working with Asset Management databases.

Special Requirements

This position will require incumbent to work at locations other than the primary worksite and must have ability to use alternative transportation methods or possess a valid driver license . If possess a license, will be required to show proof by providing a copy of driving record.

Completion of the Commonwealth of Virginia Statement of Economic Interest form will be required of the successful candidate upon hire and annually thereafter.
