The Department of Finance prudently manages financial operations, recommends, and implements sound fiscal policies, safeguards public assets, and encourages a safe environment on public property.  Finance is seeking an experience Fiscal and Policy Analyst III to join the Fiscal Management Division.  This position may be filled at the Fiscal and Policy Analyst II level. Salary: $67,156 - $111,407 or Fiscal and Policy Analyst I level.  Salary:  $55,771 - $92,211.

What you will be doing

Employee will be responsible for the following:

• Assist the Debt Manager within the Division of Fiscal Management, with issuance of general obligation bonds, special debt issues and/or lease financings, including establishing the financing team (Bond Counsel, Financial Advisor, Underwriters, trustees, County participants), developing a finance plan, and preparation and/or review of inputs for documents such as authorizing legislation, Ratings Presentation, and the Official Statement.

• Assist the Debt Manager and make recommendations on the cost/benefit of municipal bond new money and refunding opportunities, and other debt-related functions.

• Lead in the preparation of the debt service budget for General Obligation (GO) bonds and other municipal debt including expenditure and revenue estimating and coordination with the Office of Management and Budget (OMB).

• Coordinate with Bond Counsel, review, and report on the County’s compliance with federal and state tax rules for municipal bonds.

• Lead in coordinating municipal debt closing and compliance activities and interacting with other departments and external consultants to ensure timely payment of all costs related to debt issuance including debt service and costs of issuance. 

• Coordinate various debt management activities with financial advisors, consultants, Bond Counsel, trustee, rating agencies, and departmental representatives.

• Prepare the County's Annual Information Statement and perform various reconciliations between County, Trustee, legal, budget and accounting records.

• Represent Finance at Council, Committee, and County Executive meetings, as appropriate. 

About us

The Division of Fiscal Management provides effective management of County capital and operating funds and the fiscal analysis and issue management associated with master plan development, economic development, and legislative issues. It is also responsible for issuing and managing the County's financial obligations to fund the capital improvement program and manage cash flow; provide accurate revenue and economic forecasting and publishing reports on economic and revenue analysis on a quarterly basis for dissemination to the County Council, County Executive, and the public. One of the program's primary goals is to maintain the County's AAA General Obligation Bond debt rating and to actively invest the County's working capital to minimize risk while generating maximum investment income.

A criminal background and credit history check will be conducted on the selected candidate prior to appointment and will be a significant factor in the hiring decision.  This position requires the ability to attend meetings or perform work at locations outside the office.

Minimum Qualifications:

Fiscal and Policy Analyst III

Experience:  Four (4) years of professional experience performing financial analysis in at least one of the following areas: cash management, debt management, investments, economic development fund analysis and development, and economic and fiscal analyses, including at least one (1) year of experience analyzing and reporting on policy, management and programmatic issues having financial implications.

Education:  Graduation from an accredited college or university with a bachelor’s degree.

Equivalency: (1) An equivalent combination of education and experience may be substituted.  (2) Possession of a graduate degree in Public Administration, Public Policy, Business Administration, Economics, Finance or a related field from an accredited college or university may be substituted for the required education and one year of the required experience.

Fiscal and Policy Analyst II

Experience: Three (3) years of professional experience performing financial analysis in at least one of the following areas: cash management, debt management, investments, economic development fund analysis and development, and economic and fiscal analyses, including at least one (1) year of experience analyzing and reporting on policy, management and programmatic issues having financial implications.

Education: Graduation from an accredited college or university with a bachelor’s degree.

Equivalency: (1) An equivalent combination of education and experience may be substituted.  (2) Possession of a graduate degree in Public Administration, Public Policy, Business Administration, Economics, Finance or a related field from an accredited college or university may be substituted for the required education and one year of the required experience.

Fiscal and Policy Analyst I

Experience: Two (2) years of professional experience reviewing, analyzing, and monitoring operating and/or capital budgets, including at least one (1) year of experience analyzing and reporting on policy, management and programmatic issues having budgetary implications.

Education: Graduation from an accredited college or university with a bachelor’s degree.

Equivalency: (1) An equivalent combination of education and experience may be substituted.  (2) Possession of a graduate degree in Public Administration, Public Policy, Business Administration, Economics, Finance or a related field from an accredited college or university may be substituted for the required education and one year of the required experience.
