As a SUPV IT SPECIALIST you will be responsible for the following duties

- Providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical information technology (IT) issues.
- Providing functional and/or technical support to customers to ensure validation of requirements and delivery of Information Technology capabilities.
- Conducting continuous performance measurements to ensure that Information Technology activities, processes, and/or hardware/software are achieving desired results.
- Expressing information (for example, ideas or facts to individuals or groups effectively, considering the audience and nature of the information.
- Coordinating and performing technical assessment and evaluation of requirement and acquisition requests submitted by technical and program stakeholders to confirm conformance with approved plans, program objectives, and policies as well as efficient use of assets.

This position has a Basic Requirement for the 2210:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes:
  • Demonstrated experience in the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or presenting alternative technologies or approaches.
  • Demonstrated experience providing customer training, information brief support, decision brief support
  • Keeps management informed regarding the status of all on-going efforts.
  • Demonstrated experience establishing and maintaining partnerships in Federal Government, Industry, and Academia to stay abreast of emerging technologies and process improvement methods
  • Demonstrated experience diagnosing and helping the customer resolve challenges or technology issues
Specifically you will be evaluated on the following competencies:

4. Customer Service- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the public, individuals who work in the
agency, other agencies, or organizations outside the Government) to assess their needs, provide
information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
5. Interpersonal Skills- Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with
individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds
and different situations; is sensitive to cultural diversity, race, gender, disabilities, and other
individual differences.

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional information

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.

VETERANS PREFERENCE/CURRENT OR FORMER FEDERAL
In accordance with DoD Instruction 1400.25, Volume 2005, veterans preference is not required to be applied when considering candidates with prior Federal competitive or excepted service who have completed a probationary or trial period and have not been separated for cause.
