Westat has a new opening for a Manager, DEI, People & Culture.  We are seeking a manager that enjoys getting involved in processes, rolling up their sleeves, and doing the hard work while driving employee engagement and leading Westat's Diversity, Equity and Inclusion (DEI) strategy. Your demonstrated experience in employee relations and DEI will support you in partnering with leadership across lines of business, providing subject matter expertise on relevant inclusion practices and enhancing employee engagement through programs focused on career development, succession planning and mentorship.

This position may be based on-site in Rockville, Maryland and have a hybrid work arrangement or virtual (with some periodic travel). 

Responsibilities:

DEI:
·    Provide subject matter expertise and DEI counsel to problem solve, design, and deliver strategic, solutions and partner with DEI leaders across enterprise-wide initiatives
·    Partner with key stakeholders on an integrated DEI strategy connected to all HR functions
·    Develop strategies to streamline and connect DEI and company priorities
·    Partner and collaborate with Business Leaders to assure that our strategy and engagement is meaningful and impactful across the company
·    Share best practices to support the development of an inclusive environment across the enterprise for leaders

Employee Engagement:
·    Provide insight, guidance, and feedback on retention strategies, reward & recognition programs, department/divisional reorganizations, and organizational design
·    Support people managers in identifying and developing their top talent, and also building out succession plans
·    Guide employees and managers through employee relations scenarios
·    Assist with implementation of transparent career frameworks and career plans 
·    Maintain a pulse on organizational health, escalating risks, challenges and trends to leadership where necessary
·    Analyze employment data and trends to design and execute strategies for Westat's workforce, focused on how we staff, onboard, develop, retain, and organize work employee development opportunities
·    Support the talent acquisition organization in managing top talent attraction and internal movement within the organization
·    Contribute to the development of best practices within Human Resources to ensure consistency and scalability
 
Basic Qualifications:
·    10+ years of experience in Human Resources with a demonstrated track record of driving transformational improvements at increasing levels of complexity 
·    5+ years of experience in Diversity, Equity & Inclusion strategy development & implementation
·    A Bachelor's degree, preferably with an emphasis in HR, Organizational Development, Industrial Psychology or Business.

Preferred Qualifications
·    Experience launching and managing talent programs from design to successful deployment in areas such as organization design, performance management, leadership development, employee relations, succession planning and talent development
·    Understanding of people analytics, compensation, total rewards and budgeting
·    Experience coaching, mentoring, or managing other members of a Human Resources Business Partner team

·    A strategic thinker that can focus on tactical and operational issues in a fluid environment, leveraging data to drive decisions.
·    Comfort with ambiguity and ability to use sound judgement to drive complex issues to resolution
·    A strong service orientation, high level of enthusiasm and a desire to help others succeed and grow
·    Excellent organizational skills - can successfully manage multiple projects simultaneously, while maintaining attention to detail
