Inspector I/II (Construction and Utility Inspector)

An Overview
The Department of Transportation & Environmental Services (T&ES) Permit and Inspection Division is seeking an Inspector I and II(Construction and Utility Inspector) to perform skilled inspection work related to the City's sanitary and storm sewers, dry utilities, streets, sidewalks, curbs and gutters, and reinforced concrete. The Inspector I and II position is funded by the American Recovery Plan Act (ARPA) and will ensure compliance with approved plans, budget, projected completion time, specifications, and related codes and regulations. Employees will inspect contractors' and developers' construction projects prior to, during, and after construction and are responsible for recommending approval or denial of final acceptance by the City and bond release to private developers. Work is performed under general supervision Inspector III and the Division Chief. The designation of Inspector I or II will be determined based on experience level through the interview process.

The Opportunity
  • Inspects excavation permits and other related permits in the right of way to ensure public safety;
  • Inspects erosion and sediment controls, storm water management and BMP installation;
  • Resolves City resident problems relating to sump pump, foundation drains, and roof drains;
  • Enforces compliance of City codes, approved plans, MOT plans, and contract specifications to all City’s infrastructure construction both public and private;
  • Keeps daily logs of incidents that occur onsite and complete weekly reports which may become relevant to future disputes;
  • Represents the City in assisting the public, homeowners’ associations, civic associations, and business owners to resolve problems associated with the City’s infrastructure construction both public and private involving drainage issues;
  • Maintain daily and weekly logs of accomplished work activities and provides documentation of pertinent issues and incidents;
  • Inspects excavation permits and restoration work of all utility and other contractor work in the City right of way;
  • Inspects installation of storm and sanitary sewers, telephone conduit, cable television, fiber optic cable, traffic conduit, electric conduit, and gas& water mains;
  • Performs other duties as required.

Minimum & Additional Requirements

To qualify for the role of Inspector I, the candidate must High School diploma or GED; knowledge in construction of concrete, asphalt, sidewalks, curb and gutter, storm drains; at least three years of construction field inspector experience; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Recognition of "Miss Utility" color-coded markings. Employees in this class must have a valid driver's license issued by their state of residence.

To qualify for the role of Inspector II, the candidate must possess a high school diploma or GED; 10 years of construction site work; asphalt and Concrete experience or any equivalent combination of experience and training which provides the required knowledge, skills and abilities; a clear knowledge of civil and architectural drawings; ability to keep clear and legible reports; clean driving record; 880 hours as a plan reviewer, responsible for determining the adequacy of erosion and sediment control plans and supporting documents for approval by a program authority, or an inspector; responsibility for periodically examining the erosion and sediment control activities and premises of a land disturbing activity for consistency with the Erosion and Sediment Control Law and Regulations; or combined duties and obtaining a passing score on the certification examination administered by the Virginia Department of Environmental Quality( DEQ); or by enrolling in and completing a DEQ approved training program in the area of inspector or combined administrator within twelve months of the time of enrollment (starting with the first training course enrolled) and obtaining a passing score on the certification examination. Employees must possess a valid driver's license issued by the state of residence.

Preferred Qualifications

To be considered the ideal candidate for the Inspector II position, a candidate one should possess an Erosion control certification, VSMP certification, blue printing classes, highway safety classes college credits; VDOT flagging certification; basic computer knowledge, to include Word and Excel, daily GIS mapping program, mobile laptop and printer experience; customer service training; hazardous materials certifications.

Based on submitted qualifications by the candidate and the interviews, candidates will be offered the corresponding position that meets the skill set and the needs of the organization.

Notes

This position is an American Rescue Plan Act funded and requires the successful completion of pre-employment background check and a physical examination.

The salary will be commiserated with experience:

Inspector I: $46,758.92 - $76,858.11
Inspector II: $49,101.00 - $80,707.64
