Summary
The Financial Management/Budget Specialist II supports the Air Force Rapid Capabilities Office (AFRCO), the Secretary of the Air Force for Acquisition Special Programs Division (SAF/AQL), and the US Air Force combat and sustainment activities. Following applicable Federal, Department of Defense and Air Force acquisition policy, law, regulation, and guidance the Financial Management/Budget Specialist II assists the Contracting Officer in acquisition of critically needed national security capabilities.

The Financial Management/Budget Specialist II supports the Air Force Rapid Capabilities Office (AFRCO), the Secretary of the Air Force for Acquisition Special Programs Division (SAF/AQL), and the US Air Force combat and sustainment activities. Following applicable Federal, Department of Defense and Air Force acquisition policy, law, regulation, and guidance the Financial Management/Budget Specialist II assists the Contracting Officer in acquisition of critically needed national security capabilities.
Responsibilities
- Manage the Planning, Programming, Budgeting, and Execution (PPBE) process.
- Provide staff support
- Perform analysis of program funding for all PPBE phases and other budget exercises.
- Research and analyze program funding and execution trends data from sources, like Earned Value Management System (EVMS).
- Identify issues, recommend solutions, and aid in and advice associated with acquisition management of the SAP portfolio.
- Other duties as assigned
Qualifications
- Bachelor's degree in a business-related field, like accounting, business administration, contracts, economics, finance, law, purchasing, or related discipline
- High school diploma or GED and 4+ years of additional experience may be used in lieu of a degree, contingent upon customer approval
- 10+ years of experience
- Additional education or relevant higher level certifications may be used in lieu of experience, contingent upon customer approval
- DAWIA or FAC Level II certified or equivalent preferred
- Special Access Program (SAP) experience
- Experience with similar types of programs may be used in lieu of SAP experience, contingent upon customer approval
- Active and valid driver's license
- Active TS/SCI clearance required
- The position requires a COVID vaccination or an approved accommodation/exemption for a disability/medical condition or religious belief
Knowledge, Skills and Abilities
- Ability to work under aggressive schedules with demanding performance requirements.
- Ability to travel CONUS and OCONUS.
- Ability to successfully complete a Government Counterintelligence Scope Polygraph (CI Poly).
- Proficient in Microsoft Office Outlook, Word, Excel, and Power Point.
- Proficient in classified accounting systems.
- Momentum preferred.
