Contractor Program Manager (AFRL/RQVV)

Summary

Venturi, LLC A Chenega Company has an exciting career opportunity for a Contractor Program Manager who will lead a critical program supporting the Air Force Research Laboratory, Aerospace Systems Directorate, Aerospace Vehicles Division, and Structural Validation Branch (AFRL/RQVV). This organization plans, manages, and conducts experimental activities to validate advanced structural designs and simulations to improve aerospace vehicle performance. AFRL/RQVV provides dynamic, thermal, and mechanical experiments to satisfy the requirements of Aerospace Vehicles Division researchers and provides experiments to customers from other portions of AFRL, the Air Force, DoD, other agencies, industry, and academia.

Responsibilities

• Manage the environmental and dynamic testing of complex US Air Force systems, subsystems and components to standards such As Military Standard 810H. This includes fixture design, test setup, conduct of testing and generating test reports
  
• Be available on-site during normal duty hours (0700-1600 LT) to meet on the installation with government personnel (designated by the CO) to discuss problem areas and be available within four hours after normal duty hours.
  
• Attend regularly scheduled progress meetings and provide status updates detailing progress/accomplishment, resource conflict resolution recommendations, extension requests, and other work-related issues.
  
• Responsible for the overall on-site management of the contract and be the primary contract focal point for all contractual administrative communications. Perform program management and leadership duties for a team of about thirty employees.
  
• Ensure that all day-to-day technical, administrative, and financial contractual obligations are satisfactorily fulfilled by monitoring and verifying the performance of subcontractors.
  
• Ensure all contractual requirements are met in a timely fashion.
  
• Ensure on-site contractor personnel document task progress in the resource management database and resolve on-site contractor personnel and scheduling conflicts.
  
• Conduct background research and write justification letters for the acquisition of non-routine materials, equipment, and subcontracted services.
  
• The CPM shall have sufficient authority to commit the contractor's company to purchases, review vouchers for accuracy prior to submittal to the government for payment, be responsible for a contract quality assurance program, be responsible for maintaining on-site contractor training and compliance in security, property control, equal opportunity, purchasing, safety, logistics, and environmental and quality programs.
  
• Manage and direct, daily, the available contract financial resources to meet structural research project requirements, including the procurement of structural research equipment/supplies based on program requirements.
  
• Perform oversight and financial management functions to effectively manage the scheduling and coordination of contract tasks being carried out, including scheduling, tracking of expenditures, managing all internally created documents, managing work orders, and providing task status by project.
  
• Assess the overall efforts and provide time estimates required for completion of various tasks as related to the activities supported.

Qualifications

• BS degree and 10+ years of relevant experience in program or contract management related to industrial, manufacturing, and/or aerospace fields.
  
• 10+ experience in conducting testing to various military and industrial standards
  
• Qualified candidates must have experience in the following areas:
  
• On-site management of a contract, including meeting day-to-day technical, administrative, and financial contractual obligations and monitoring and verifying the performance of subcontractors in industrial, manufacturing, and/or aerospace fields
  
• Contract financial management
  
• Managing the acquisition of materials
  
• Demonstrated knowledge of industrial safety and environmental compliance for work at Wright Patterson AFB and must ensure compliance with safety and environmental rules and regulations implemented by the customer
  
• Secret clearance required

Knowledge, Skills and Abilities

• Experience in conducting and documenting testing programs such as High and Low Temperature, Humidity, Rain, Acceleration, Vibration, Shock, Pyro shock, Rail Impact and other test techniques from Military Standard 810H
  
• Experience in analyzing test data and proper sampling rates
  
• Experience in the use of environmental sensors such as strain gages, thermocouples, accelerometers. load cells, pressure transducers and other advanced technologies
  
• Experience analyzing program risks.
  
• Experience organizing program activities in accordance with the mission and goals of the organization.
  
• Experience analyzing program risks and implementing changes and interventions to ensure project goals are achieved.
  
• Must be well organized, an effective communicator at multiple levels and able to grasp system concepts and communicate their applications.
  
• Must be capable of quickly learning new systems and associated software applications for proficient execution of tasks.
  
• Ability to manage multiple projects with time-related constraints in a fast-paced contract manufacturing environment.
  
• Speak effectively before groups of internal and/or external customers or employees.
  
• High level of integrity and accountability.
  
• Ability to travel.
