Summary

The Human Resource Analyst I will support acquisition activities for Air Force Special Access Programs. The Human Resource Analyst I position manages, administers, advises on, and delivers human resources management products or services.

Responsibilities
  • Create products to manage military and civilian personnel documents.
  • Track position timelines, due dates, and completion status.
  • Manage historical documentation and templates for awards, decorations, and performance reports.
  • Ensure vacant civilian billets are tracked and filled.
  • Develop, revise, update, and maintain the manpower database and ensure that current changes are made as they occur.
  • Assist management in identifying personnel needs and problems.
  • Keep the Chief AcqDemo Personnel Management Office informed on operating procedures, situations, and policies related to civilian personnel, military personnel, and manpower.
  • Provide information to support operating policies and procedures.
  • Administer, deliver, maintain, advise, and adapt basic concepts, principles, and theories of military HR to the unique organizational, management, and mission requirements of military departments and organizations.
  • Assist in the resolution of civilian personnel issues and provide the Chief of Personnel management office support in a wide variety of difficult personnel actions that are often sensitive and extremely complex in nature.
  • Prepare detailed plans and perform work measurement, methods, and procedures, manpower requirements utilization, benchmarking, and/or time-engineered studies for substantive work processes and functions that are interrelated to improve production efficiency.
  • Independently perform or participate as a key analyst in studies of broad scope in one or more of the following types of studies: work measurement, methods, and procedures, engineered time standards, operational auditing, time and motion studies, historical review, supplier capability, product and service quality, or benchmarking.
  • Participate and/or facilitate in strategic planning to improve organizational direction and focus using appropriate strategic planning tools and techniques.
  • Assist serviced organizations with programming, analysis, and control of funds during all phases of the PPBS cycle.
  • Provide support on all military matters, including assignments, promotions, separations, re-enlistments, policies, procedures, actions, and services that pertain to military personnel from the military services.
  • Provide military personnel support to all active, reserve, and/or retired military personnel within the Air Force acquisition community.
  • Serve as an advisor on all military personnel for assignments, transfers, promotions, separations, re-enlistments, policies, procedures, actions, awards, and services to military personnel servicing the Air Force acquisition community.
  • Assist the SAF/AQ personnel management office in preparing personnel actions, (e.g., applications for retirement, reassignment, appointments, military schools, pay entitlements, personal affairs, and recommends the assignment of personnel).
  • Provide advice in manpower management functions for the military positions on tables of distribution and allowances, including analysis of military position structures and determination of proper grades and Military Occupational Specialists.
  • Maintain familiarity with career patterns and military specialists to ensure SAF/AQ have authorized the proper personnel for mission accomplishment.
  • Analyze and make recommendations to various officials regarding the impact on authorization concerning reorganization or change in qualification requirements for military personnel.
  • Interpret military personnel management policies and procedures.
  • Respond to difficult issues involving complex projects and problems requiring expert advice and/or authoritative military policy interpretation.
  • Other duties as assigned.

Qualifications
  • Associate degree required
  • 2+ years of experience in Air Force personnel shop
  • 5+ years of experience in human resources
  • Proficient in Microsoft Office Outlook, Word, Excel, and PowerPoint
  • Active and valid driver's license
  • Active TS/SCI clearance (SAP clearable)

Knowledge, Skills and Abilities
  • Experience with tracking and proactively managing personnel actions.
  • Familiarity with the Air Force performance report system.
  • Experience working with military personnel and/or civilian personnel.
  • Ability to work under aggressive schedules with demanding performance requirements.
  • Ability to work cohesively with others to accomplish projects/programs.
  • Ability to travel CONUS and OCONUS.
