The Requirements Analyst, Senior shall have experience in performing requirements analysis and decomposition, Business Process Reengineering (BPR), and operational architecture development activities in collaboration with end-users, stakeholders, and engineering representatives, to achieve a shared understanding of the solution end state and ensure that the final product conforms to all the requirements.
Responsibilities
- Lead/facilitate functional and technical requirements development and validation in coordination with internal and external stakeholders and identify and incorporate design considerations as they become known.
- Develop requirements and business process documentation and have the knowledge and skills to define key requirements and BPR processes.
- Lead/facilitate BPR activities, including the development of DoD Architecture Framework (DoDAF) Viewpoints (OVs, SVs, and DIVs).
- Ensure requirements are documented in measurable and testable terms and that sufficient analysis has been done.
- Participate in analyses to determine the feasibility of achieving requirements given the limitations and constraints of the target IT solution.
- Participate in trade-off analyses as needed.
- Contribute to establishing a requirements baseline agreed to by the stakeholders to set the boundaries for program execution.
- Assist in placing the requirements baseline under configuration control.
- Assist in defining and refining the governance process within which the requirements baseline will be managed.
- Support schedule and performance impacts analyses associated with recommended requirements changes.
- Contribute to resolving conflicting requirements.
- Assist in defining performance requirements related to business process implementation and system performance.
- Identify and evaluate requirements-based risks and provide mitigation recommendations related to requirements satisfaction.
- Ensure alignment of requirements and BPR activities with overall program schedule, milestones, and required documentation.
- Other duties as assigned.
Qualifications
- Bachelor's degree required
- 11+ years of relevant work experience
- 5+ years of Department of Defense Architecture Framework (DoDAF) support
- Working knowledge and application of DoD 5000 and 8000 series
- Active or interim secret security clearance

- Strong coordination, organization, teaming, and communication skills
- Ability to understand requirements governance, definition, traceability (end-to-end process), validation, and prioritization
- Experience in implementing the Department of Defense (DoD) requirements processes
- Experience in preparing recommendations with sufficient rationale to advise leadership decisions that enable program success through the appropriate application of laws, policies, directives, and guidance
- Excellent organizational, scheduling, and prioritization skills
- Ability to maintain a high level of confidentiality, ethics, and integrity
- Strong communications skills (both written and oral), including engagement with leadership and stakeholders
- Strong customer service and excellent interpersonal skills
- Ability to listen and understand task descriptions and requests
- Ability to explain problem resolutions
- Ability to quickly respond to time-critical queries from leadership
- Ability to work independently without direct supervision or guidance
- Proficient with MS Word, Excel, Office, and Outlook, and utilizing AutoCAD, Visio, and MS Project 2007 programs
