Duties

As the Emergency Management Specialist, you will:
  • Provides technical guidance in formulating, drafting, and reviewing emergency plans, policies, processes, and procedures related to crisis management, emergency/disaster plans, COOP plans and other related contingency programs.
  • Performs and, when necessary, oversees tasks that facilitate the National Gallery's interface with Federal, state, civilian, military and local emergency operations.
  • Collaborates with other agencies such as the Federal Emergency Management Agency (FEMA), Department of Homeland Security, Federal law enforcement agencies, and local fire and police departments to ensure complete interoperability with emergency staff and systems.
  • Responds to disasters as a leader, with responsibility for ensuring successful accomplishment of duties by team members, even if of higher grade.
  • Acts as liaison for internal National Gallery customers and business lines to support interagency programs and initiatives. Leads, provides training in areas of expertise, or otherwise participates in training programs for emergency preparedness, damage assessment and disaster support and coordinates the provision of intra and interagency training in emergency programs.

SPECIALIZED EXPERIENCE: Candidates must meet the Qualification Standards Handbook requirements for GS-0089-13 . Specialized experience is at least one year of experience, equivalent in responsibility to the GS-12 level in the Federal service, creating comprehensive agency wide crisis management, emergency/disaster management, and continuity of operations policies and plans.

Those applicants who meet the minimum qualification requirements will be evaluated against these factors to determine the best-qualified candidates.
  • Mastery of interagency contingency systems, regulations, executive orders, and relevant legal precedent sufficient to serve as the principal agency authority on all aspects of emergency capability and asset readiness.
  • Knowledge of emergency response and recovery practices and procedures required to address broad program issues, where plans and proposals involve substantial National Gallery resources and may conflict with the preferences of influential curatorial decision makers.

Examples of qualifying unpaid experience may include volunteer work completed through national service programs such as Peace Corps and AmeriCorps, and work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
