Applicants are advised that the National Oceanic Atmospheric Association (NOAA) will request information regarding the COVID-19 vaccination status of applicants for the purposes of implementing workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.

MAJOR DUTIES:

The incumbent is responsible for the direction and management of all NOS financial, budget and administrative support functions, including coordination and standardization across all NOS organizational elements of requirements and practices expected of NOAA's management and budget organizations. These include management and oversight responsibilities for the following programs:
  • Financial management activities and an integrated NOS accounting and financial management system, including auditable financial reporting and internal controls. Ensures compliance with applicable accounting standards and principles, financial information, and system functional standards. Manages directly or participates in the design, development, and implementation of performance measurement systems.
  • All matters relating to NOAA/NOS budget planning, formulation, presentation, execution, reporting, and requirements for financial management systems and other operations. Supports the NOAA strategic planning process by defining NOS financial and other resources needed and likely to be available in the near and long-term.

  • Responsible for managing the development and implementation of all NOS budgetary and financial policies and processes. Ensures that these policies and systems are in full support of the NOS mission and are in compliance with Administration and Departmental financial and budget policies and initiatives.

  • NOS efforts to achieve modernization and streamlining goals, including workforce restructuring (if needed), "end-state" resource targets, and business process engineering related to the conversion of NOS transition budgets and system acquisition accounts to base operations and maintenance.

  • The incumbent provides direction and manages administrative services, including property, space, records management, facilities management, FOIA, and human capital management services. Formulates NOS policies relating to executive affairs, administrative resources, and Workforce and labor-management programs. NOS-wide management of funding for procurement, grants, logistics, facilities and support functions.

  • Chief point of contact for working with and negotiating resolution of Inspector General, Government Accountability Office and Office of Management and Budget inquiries or recommendations relating to financial or budgetary concerns.

    As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed under "How You Will Be Evaluated." Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

    To meet the minimum qualifications for this position, you must possess all of the mandatory Executive Core Qualifications and Professional/Technical Qualifications listed below and the educational requirement.These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive business program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position.     SES Executive Core Qualifications (ECQs):

    ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals.     ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

    ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

    NOTE: Responses to ECQs must not exceed 10 pages typed in 12-point font.

    Professional/Technical Core Qualifications (PTQs):

    PTQ 1 - Broad executive-level experience in a large scientifically and technically complex organization reflecting leadership in program analysis as well as budget and financial planning oversight, policy development, presentation, and management.

    PTQ 2 - Direct knowledge of and experience with budgeting concepts; financial and cost accounting and reporting concepts and principles; performance measurement concepts and internal control processes; and substantial familiarity with the design or operation of large financial budget and management information systems, including familiarity with automated management environments.

    PTQ 3 - Demonstrated experience and understanding of strategic operational planning and the ability to oversee development and implementation of a multi-year plan that includes and defines the financial, human capital, and administrative management operations of an organization.

    NOTE: Responses to PTQs must not exceed 2 pages per PTQ, for a total of 6 pages.

    Additional information

    Background Investigation: This position is designated as Top Secret and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

    Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (OGE-278), within 30 days after his/her appointment, and then annually thereafter.

    Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

    Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.

    Direct Deposit: All Federal employees are required by P.L. 104-134 to have federal payments made by Direct Deposit.

    Drug Testing: Applicants tentatively selected for employment in any position are subject to designated and/or random pre-employment and employment urinalysis.
