Duties

To demonstrate the impact of RMD programs, projects, and activities and improve their effectiveness, and to ensure that resource and prioritization decisions are based on evidence of impact, RMD Leadership chose to implement Results-Based Programming (RBP) within RMD. The implementation of RBP within RMD began with the design, and approval of the RMD 10-year Strategic Plan.

The Acquisition Specialist Detailee will help develop the procurement package for a new Monitoring, Evaluation, and Learning contract that will allow RMD to procure services to successfully implement RBP. This is a high priority and time sensitive initiative for RMD Leadership. The Detailee will have the opportunity to help in the development of a cutting edge system that will enable the Agency to increase the effectiveness of its programs, projects, and activities, and increase the state of mitigation and resilience across the country.

Duties will include:
  • Collaborate closely with Monitoring, Evaluation, and Learning specialists to develop and review a procurement request package including: Identifying needs and requirements; drafting a scope of work; conducing market research; developing an internal budget and computing an independent cost estimate; formulating evaluation criteria for proposals as well as proposal instructions; drafting solicitation documents; participating in technical evaluation committee.
  • Review procurement request package prior to submission to the Office of Acquisitions and provide advice and guidance on pre/post award documents and strategies
  • Work independently and competently with Operations Branch staff to develop complete, comprehensive acquisition package for all actions relative to the acquisition investment design and development, support activities, and future operations and sustainment requirements
  • Perform analysis to ensure budgetary, financial, and organizational compliance and alignment with all plans and activities
  • Brief senior management on any issues and risks relating to the new acquisition

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications required:
  • Minimum of one-year experience as a COR III and demonstrated experience leading a new contract procurement to successful award
  • Highly skilled in performing technical and administrative functions of acquisition planning and award
  • Experience in recommending the appropriate contract type or contract method for a service contract
  • Strong demonstrated experience in: articulating requirements; drafting scopes of work and ensuring they adequately describe requirements; conducing market research; developing independent government cost estimates; formulating evaluation criteria and proposal instructions; drafting solicitation documents; participating in technical evaluation committees.
  • Ability to work collaboratively as part of a team in a fast-paced office environment to achieve program goals with strong attention to detail and results driven
  • Strong communication skills
  • Ability to exercise discretion when handling sensitive information or issues

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
