The Planning Coordinator supports the day-to-day operation of the Division of Planning Services; responsibilities include supporting senior management on in-depth land use and records research tasks, reviewing land development applications, and working with the public to resolve issues and answer technical planning questions. This position coordinates and works directly with the Land Management Supervisor to fully support all land management and development permitting functions critical to the acquisition and opening of school facilities, as identified in the Capital Improvement Program (CIP) and Capital Asset Preservation Program (CAPP) budgets.  The Planning Coordinator serves as archivist for real property deeds, easements, right-of-ways, and leases for the Department of Support Services. The Planning Coordinator is an integral team member of the Safe Routes To School (SRTS)/Transportation Alternatives Program (TAP), an ongoing multi-year, multi-phase matching grant program for pedestrian infrastructure improvement projects benefitting Loudoun County Public Schools (LCPS).  

Roles and Responsibilities

The following information is intended to describe the overall nature and scope of the work being performed in relation to the position. This is not a comprehensive listing of all responsibilities or tasks; other work may be assigned when deemed appropriate:

  • Identifies, develops, and implements internal controls for the Department of Support Services, strategic planning and evaluation of real property for future school needs.
  • Utilizes local and enterprise information systems including Loudoun’s Geographic Information System (GIS) and Land Management Information System (LMIS) in preparation of parcel and environmental planning exhibits for land acquisition studies, reports, and application submissions.
  • Researches land requirements and development feasibility for potential and new school sites, as well as changes or additions to existing facilities; determines property ownership, easements, access, right-of-way, and other related data.
  • Coordinates land development application documentation including disclosures and required adjacent property owner notification; collaborates with project team members to submit legislative land use proposals to government agencies.
  • Manages and coordinates the SRTS infrastructure grant program in identifying and evaluating potential pedestrian improvements; preparing and submitting grant applications; and coordinating with LCPS Department of Support Services, Virginia Department of Transportation, and consultants to implement approved projects.
  • Collaborates with administrative and professional staffs within the Department of Support Services and Division Counsel on real property research, multifaceted special projects, community engagement, and other initiatives.
  • Administers and serves as a primary contributor facilitating the interdepartmental ‘Congestion Must Go’ Task Force promoting bus ridership, walking, biking, and carpooling to increase student safety and decrease vehicular traffic on all school campuses.
  • Archives real property deeds, leases, and easements for the Department of Support Services relating to LCPS sites and facilities.
  • Guides community information schedules, summarizes outcomes and manages communications with project team members and the public.
  • Develops and maintains positive and effective working relationships with governing agencies, private sector organizations, and community associations in promoting school related planning and construction efforts.
  • Attends Loudoun County-LCPS Land Matrix Team meetings.
  • Directs work of Planning Services interns on identified special projects.

Qualifications

Below are the qualifications for this position:

  • Bachelor’s Degree in geography, political science, public administration, planning or a related field
  • Five years of experience performing varied administrative and policy-related responsibilities, including research expertise with municipal databases and Code of Virginia regulations; legal experience/background preferred
  • Experience with Geographic Information Systems (GIS), land records management systems, and database management software
  • Understanding of local and regional planning and zoning regulations, comprehension of processes necessary to secure approvals for school sites and land development applications, as well as working knowledge of land values and market conditions
  • Successful experience demonstrating a high level of reliability, strong organizational skills, attention to detail, and sound judgement in professional matters
  • Leadership qualities and personal characteristics necessary to work effectively with diverse groups, individuals, government and school staffs, and public; will have access to sensitive financial transactions and must maintain the confidentiality of such information
  • Ability to work independently and in a fast-paced, high volume work environment

Employees who perform the responsibilities of the above position have been identified as having the potential to telework. Telework is defined as completing one's duties and responsibilities at a site other than one's assigned duty location. In order to be eligible for telework privileges, an employee must have demonstrated consistent, positive performance and have the support and approval of their direct supervisor. In addition, these employees must have reliable high-speed internet and a designated workspace that allows them privacy while completing sensitive and confidential work.  Employees who are non-exempt and are teleworking will work their required scheduled hours and gain approval from their supervisor if they work more than 8 hours a day or more than 40 hours in a workweek.  Teleworking privileges can be amended, changed, or revoked based upon the performance of the employee, as well as the needs of Loudoun County Public Schools.
