Job Announcement

Under general supervision, assists the Management Analyst II with managing the major activities of the records branch. Supervises a team of supervisors, and administrative staff, manages work assignments, and ensures deadlines are met. Leads staff within the records branch in the successful completion of the department's strategic objectives. Participates in the hiring of employees, provides training after examining staff development needs, evaluates performance, coaches staff, takes disciplinary action when required. Has solid knowledge of activities within the Real Estate Division. Assists with the administrative functions of the annual assessment of real property in Fairfax County. Oversees all commercial and residential sales and transfers of ownership in accordance with probate records and court records, breakdowns of parcels and creation of new subdivisions, street dedications, right of way and easements. Processes commercial breakdowns and creates leasehold parcels. Oversees the coordination of the annual computerized assessment appraisal (CAA) process of all residential and commercial assessments and valuation changes and balancing of parcels and assessed values processed by clerical staff. Assists with oversight of the annual commercial survey and letter of authorization requests for valuation history of commercial properties. Assists in monitoring workflow and verifies completed work assignments for accuracy. Oversees and processes high dollar refunds. Interacts with the department of information technology and sister agencies. Assists with the annual processing of commercial surveys, letters of authorization and the production of the annual and supplemental land books. Responds to an array of correspondence within the Records Management Branch and responds to inquiries over the phone, in person or through written correspondence. Performs other duties as assigned.

Note: The assigned functional areas of this position are general administrative/office support, receptionist/public contact, records management, or customer service.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area.

BRIDGE CLASS EMPLOYMENT STANDARDS:
Four years of increasingly complex technical experience in the assigned functional area, comparable to experience at the Admin Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical experience in the assigned functional area, comparable to experience at the Admin Assistant IV, or higher, level. The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must complete a criminal background check and a credit check to the satisfaction of the employer.

Must be available to maintain regular and punctual attendance; ability to work a flexible schedule, which will include overtime as required. The hours of this position are 8:00 a.m. to 4:30 p.m., Monday thru Friday. Teleworking and leave will be limited during peak periods.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. PREFERRED QUALIFICATIONS:
Knowledge of real estate tax record information. Proficient in understanding state and local laws that pertain to the assessment and taxation of real estate taxes and record keeping. Knowledge of office management methods with ability to plan, direct, train and supervise administrative support staff. Strong supervisory and management skills. Excellent written and oral communication and ability to establish effective working relationships at all levels. Detail oriented, flexible, able to multi-task and coordinate several activities at once, ability to quickly analyze and resolve problems and cope with competing deadlines. Considerable knowledge of FOXIT and Microsoft Office Suite software, especially Word and Excel. Knowledge of and experience in providing quality customer service and working with numbers.

PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature. However, incumbent may be required to do some walking, standing, bending, and carrying of items up to 25 pounds. Ability to operate keyboard driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations. All duties performed with or without reasonable accommodations.
