As Vice President, Human Services Sector Lead, you will direct a highly collaborative, multidisciplinary group encompassing Westat's Education Studies and Social Policy and Economic Research Practices. You will be the executive business leader of this 200-member team, and report to the President and CEO of Westat, Scott Royal. You will guide the strategic planning of both practices in conjunction with the Practice Directors and oversee the design and implementation of social policy and education studies research. The Social Policy and Economic Research Practice carries out research and impact evaluations of social programs across workforce, disability, food/nutrition, and other human service areas. The Education Studies Practice carries out research and impact evaluations at all levels of education and engages with local, state, and federal education agencies. Your key responsibilities as Human Services Sector Lead will include setting forth business strategy, being accountable for business development, ensuring project quality, and supervising talent management across the two practice areas.
Major Responsibilities:
Business Strategy
  • Lead in the development of the strategic direction and goals of the Human Services Sector, in line with the corporate business goals/strategy. Direct the planning and implementation of efforts to meet goals at the Practice level.
  • Lead, manage, and grow the portfolio of business with the Sector's key clients, DOE, SSA, USDA/FNS, HHS/ACF, DOL, IRS, and FDA.
  • Develop and promote thought leadership that enhances Westat's visibility in these markets to create a competitive edge, attract new clients, and recruit associated talent


Business Development/Sales
  • Provide personal leadership in the design and execution of targeted business development efforts to grow the Practice, effectively leveraging current contracts and services, and company-wide resources.
  • Set strategy, oversee business development, and capture activities for the Sector. 
  • Working with Practice Directors in Social Policy and Education, vet new opportunities that align with strategic plan and ensure pipeline fits corporate business targets. These opportunities should include expanding work with existing clients as well as developing new relationships within assigned Federal and State governments, and selected foundations/non-profits.
  • Engage routinely with Practice Directors on bid decision guidelines and priorities
  • Collaborate across Westat to bring the full range of company capabilities to bear in the development and expansion of technical capacity and the pursuit of new and current customers.

Maximize Revenue
  •  Build a firm revenue base and recruit, develop, and lead a first-rate team that is client-focused and known for meeting and exceeding objectives and being proactive in creating opportunities in the Federal sector.
  • Establish growth priorities and an operating plan for the Sector in alignment with Westat strategic direction, guidance, and company-wide policies
  • Work with Finance and Contracts, oversee all area finances; responsible for establishing and managing direct and indirect expenditures and making Company commitments up to limits of authority. 
  • Work across all Areas/Groups to staff project teams, optimize resource utilization and capacity.

Project Execution and Quality
  • Drive proactive delivery of client commitments, ensure effective program, and project quality review processes, and drive a proactive customer satisfaction culture that consistently achieves the highest client ratings
  • Participate in selected Project Reviews across the sector based on risk, strategy, and project visibility
  • Within the areas of expertise, maintains awareness of industry standards, regulatory requirements, and SOPs (Standard Operating Procedures).

Talent Management
  • Attract and retain talent for the organization. Develop the next level of leaders.
  • Oversee Practice human resource activities (supervisory accountability, disciplinary actions, and termination decisions) and strategies for developing staff to meet business goals. 
  • Assure hiring plan in place to fill project vacancies in a timely manner.

Basic Qualifications:
  • An advanced degree at the Master or Doctoral level and a minimum of 15 years' experience in a consulting or research or government contracting organization.
  • Demonstrated business development and technical leadership through a compelling reputation in the Education Studies or Human Services field are key requirements for the position. 
  • Experience leading and overseeing a body of large federal research projects, along with strong management skills are fundamental to the role. 
  • A track record of thought leadership, with conference presentations, a body of published work, and excellent relationships with a variety of federal agencies (DOE, DOL, USDA/FNS, SSA, and/or HHS/ACF) and other funders is essential.
