An Overview
The Shared Mobility Planner performs highly visible and responsible professional work that directly supports the City’s Shared Mobility programs, including the Capital Bikeshare program and the City’s new Dockless Mobility program. The employee is actively involved in the management of these programs, including regional coordination, installation of new infrastructure, permitting, and community engagement. This position is part of three-person team overseeing the City’s Curbside and Parking Management Program in the Division of Mobility Services. Work is performed under the administrative direction of the Principal Planner of the Parking and Curbside Management team.

The person in this position should be a self-motivated individual who takes initiative to manage and advance the Shared Mobility Program, continuously improve processes, and get the job done. This person should have comprehensive knowledge and understanding of shared mobility programs, transportation planning, and project management; the ability to collaborate, establish and maintain effective working relationships with elected officials, boards, commissions, businesses, civic groups, and the general public; the ability to present technical information effectively, both orally and in writing; and the ability to understand political implications of decisions.

Shared Mobility Planner: Major Work Objectives FY23-FY24
  • Manage the Capital Bikeshare Program which includes:
    1. Serving as the City's representative for regional coordination of the program.
    2. Identifying new locations for bikeshare stations and managing the approval process from site selection, public outreach, regulatory approvals, budgeting, and coordination with contractors.
    3. Overseeing the budget for the program including City funding, grant funding, and developer contributions.
    4. Managing the grant process for new station funding.
    5. Reviewing data collected for the program and making recommendations about potential changes to locations and policies.
  • Manage the City's Dockless Mobility program which includes:
    1. Administering an annual permit process each spring, which involves a competitive application and allocation of devices.
    2. Coordinating with permitted and potential companies about operating scooters and e-bikes in Alexandria.
    3. Responding to the community about the program.
    4. Implementing recommendations from the Scooter Task Force and City Council about potential improvements to the program.
  • Support other shared mobility and curbside management programs as needed in coordination with the Parking and Curbside Management team, including on-street food truck locations, carshare, and bus shelter improvements.

Minimum & Additional Requirements

To qualify for this position, all candidates must possess a Four-Year College Degree from an accredited college or university in regional, or urban Planning, or a closely related field such as Architecture, Landscape Architecture, Geography, Urban Studies, Public Administration, Physical Sciences, Historic Preservation, or Environmental Studies; three years of experience or Master's degree with 1 year experience; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

To be considered as an ideal candidate, one should possess a bachelor’s degree in a field listed above and three years of experience; or a master’s degree and one year experience; experience with transportation planning, street design, and transportation policy, as well as Bikeshare or dockless mobility operations and/or expansion; familiarity with GIS; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
