An Overview
Provides overall coordination / direction on T&ES capital projects, including the planning, outreach, pre-design, and coordination with the Department of Project Implementation (DPI). The Program Manager coordinates with project managers across the Transportation Branch to provide guidance and advance multi-modal, smart mobility, transit and roadway projects toward implementation. The person in this position supports projects from inception through implementation, included developing scopes, schedules and budgets, identifying funding and support design and constructions. The Program Manager collaborates closely with many other departments, as well as regional partners such as neighboring jurisdictions, VDOT, NVTA and NVTC. This person supports the Deputy Director and Director on the development of the budget and Capital Improvement Program (CIP), which includes $45 million in FY23 and $570 million in the 10-year plan. The position will report directly to the Deputy Director for Transportation.

Capital Projects Program Manager: Major Work Objectives FY23-FY24
  • By August 2022, begin working with the Office of Management and budget to begin developing budget documents for new FY 2024 CIP project
  • By September 2022, participate on the Grant Strike Team to help identity projects for new federal grant opportunities and begin applications.
  • By September 2022, collaborate with the Regional Planner and Long Range Planner to begin development a new process for more strategic planning of new capital projects.
  • By September 2022, take over as the project sponsor for transit and street projects that are in the design and construction phase.
  • By September 2023, submit grant applications to the state for 3 projects totaling $49 million
  • By October 2022, meet with the DASH and Transit teams to develop understanding of capital projects and do strategic planning for advancement of electric bus fleet ($55m).
  • By October 2022, meet with all project managers and gain understanding of the status of all capital projects in the branch including Smart Mobility projects ($21m), Bus Rapid Transit Projects ($151m), Mulit-use Trails ($10m) and other non-motorized projects
  • By November 2022, work with project managers to ensure all capital project documents are updated and aligned in the CIP.
  • By December 2022, develop tracking systems through collaboration software to share project information and ensure advancement of capital projects
  • By December 2022, meet with and develop relationships with regional partners and represent Alexandria in regional conversations.
  • By January 2023, support active planning projects such as the Duke Street Transitway, Mount Vernon North Complete Streets and North Beauregard Trail projects, with community engagement and design planning.
What you should bring
The person in this position should be a self-motivated individual who takes initiative to advance capital projects, continuously improve processes, and get the job done. Comprehensive knowledge and understanding of project management, transportation planning and thorough knowledge of municipal finance and economics; ability to collaborate, establish and maintain effective working relationships with elected officials, boards, commissions, businesses, civic groups, and the general public; ability to present technical information effectively, both orally and in writing; ability to understand political implications of decisions.

Minimum & Additional Requirements

Bachelor’s degree in Civil/Transportation Engineering, Urban Planning, Public Administration or related program; and five years of progressively responsible experience in transportation planning and/or engineering, project management; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities

Preferred Qualifications

Master’s Degree in Urban Planning, Engineering, Public Administration or closely related field. Five years of experience in project management, including effective management of project budgets. Two years of supervisory experience; five (5) years of experience presenting technical information effectively, both orally and in writing, to large groups and senior management
