Job Description

This 12-month position is responsible for providing the leadership for acquiring textbooks and supplemental materials, monitoring inventory levels, and ensuring the timely distribution of textbooks and supplemental materials (in collaboration with the Facilities Department). The position will also monitor, coordinate, assess and oversee the activities of the school textbook and library media staff. The goal of this position is to ensure effective educational practices in the selection, use, and evaluation of materials aligned to the instructional programs of the school division.

This job reports to the Executive Director of Instructional Support.


Education: Bachelor's degree; Master's degree preferred.

Certificates & Licenses: Valid Virginia Department of Education post-graduate professional teaching license required, or eligibility to obtain one.

Experience: Five years of public school teaching experience. Demonstrated expertise in key areas of program management and coordination.

Essential Functions

Library Media Services:

  • Serves as liaison to all instructional specialists to ensure that the Library Media Services programs are aligned with the written curriculum in each program area.
  • Ensures that library media program goals and objectives are aligned with school and division strategic plan priorities.
  • Develops and maintains a comprehensive Scope and Sequence delineating grade-level specific standards and performance indicators for Library Media Services.
  • Ensures that all required resources (print and non-print) are available in every school to support effective implementation of the Library Media Services Scope and Sequence and related curriculum support services.
  • Provides ongoing professional development to ensure the effectiveness of the Library Media Center in each school as a support system to promote student achievement.
  • Serves as liaison and outreach facilitator in the area of K-12 Library Media Services, including facilitating the development and implementation of an updated scope and sequence and related curriculum exemplars.
  • Defines direct and assesses the quality, efficiency, and educational effectiveness of the district's library resource centers.
  • Analyzes current research related to establishing 21st-century school media centers/libraries.
  • Develops collaborative professional learning group for all media centers/librarians.
  • Collaborates with the city librarians to develop professional development opportunities for school librarians.

Textbook Services:
  • Ensures that all aspects of the textbook acquisition, inventory, and distribution process are highly effective and supportive of all schools' instructional program requirements.
  • Facilitates division-wide acquisition and distribution of relevant curriculum resource materials (e.g., working with Curriculum Specialists to facilitate textbook adoption cycles; facilitating the integration of technology resources into the curriculum implementation process; acquiring and disseminating support materials related to SOL priority areas such as reading and mathematics).
  • Collaborates with curriculum and instruction staff to ensure that schools have required resources and instructional materials.
  • Implements a process related to the adoption, acquisition, and purchase of textbooks.
  • Communicates with publishers regarding a variety of activities for the purpose of facilitating the selection, purchase, and delivery of textbooks.
  • Oversees the just-in-time inventory of textbooks and supplemental materials.
  • Develops a plan to ensure that the textbook liaison for each school is trained.
  • Processes textbooks and other media materials for the purpose of ensuring compliance with established procedures.
  • Implements the textbook computer-based Hayes Software Management System.
  • Ensures discarded or out-of-adoption books are processed for the purpose of maintaining accurate inventory records of textbooks.
  • Implement a process to repair damaged textbooks and materials (e.g. rebuild spines, covers, replace labels, etc.) for the purpose of ensuring the availability of books and materials.
  • Serves as a liaison and coordinating between schools, departments, vendors, and publishers concerning textbooks.
  • Develops a Textbook Services Manual Procedural Manual.
  • Ensures processes and procedures for selection, acquisition, circulation, and resource sharing.
  • Develops budget proposals to ensure that schools have Board-adopted textbooks and instructional materials.
  • Analyzes data related to textbook inventory and distribution, ensuring a just-in-time approach to materials management and storage.
  • Assumes other responsibilities as may be assigned.
  • Routinely handle objects weighing up to 25 lbs and on occasion may be expected to lift and/or move objects weighing up to 35 lbs.


  • Criminal Justice Fingerprint/Background Clearance.
  • Tuberculosis Skin Test.

Public Health Compliance
  • Proof of COVID vaccination. Exemptions for religious/medical will be reviewed.
  • Must follow safety and health protocols.
