Job Announcement

Supports the work of the Organizational Development & Training (OD&T) Division, which manages leadership and training programs. Duties include:

  • Updates and maintains instructor guides and other course materials.
  • Supports, develops, and delivers leadership courses using both in person and/or virtual learning technologies.
  • Acts as a backup administrator in the Learning Management System, entering courses and running reports as needed.
  • Updates the division website as needed.
  • Assists with course scheduling and logistics tasks as needed.
  • Customer support with leadership class questions.
  • Beginner e-learning support for leadership design.
  • Leadership training/team facilitation support, design and delivery.

General
  • Develops a good working knowledge of assigned business areas and the operating processes and procedures within the County;
  • Applies established professional guidelines and may perform some research and/or analysis to make recommendations in solving problems;
  • Assists consultants as needed;
  • Serves as a team member;
  • Recognizing the implications of proposed changes, identifies and collaborates with appropriate individuals and groups to develop and implement the changes.

Organizational Development and Training
  • Supports the work of the Organizational Development & Training Division in the Department of Human Resources which manages instructional-related countywide programs including scheduling training, logistics for leadership programs, delivering training and entry level e-learning development with the assistance of the HR Analyst II’s and HR Analyst III’s;
  • Facilitates, teaches, and supports leadership training, as required;
  • Ensures training materials are accurate and up to date;
  • Uses Train-the-trainer Model to develop and teach other county employees the use of collaborative or virtual technologies to produce their own trainings.


Required Knowledge Skills and Abilities

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four year college or university in personnel administration, public administration or a related field.

BRIDGE CLASS EMPLOYMENT STANDARDS:
Four years of increasingly complex technical administrative experience in the assigned
functional area, comparable to experience at the Administrative Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level.

The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

CERTIFICATES AND LICENSES REQUIRED:
Not applicable.

PREFERRED QUALIFICATIONS:
  • Certifications in self assessments, i.e., MBTI, DISC, Strengths, EQI, DRiV, and TPI (Team Profile Indicator), etc.
  • Program management experience with Leadership Programs experience.
  • Experience serving as an internal consultant to multiple county agencies.
  • Experience managing multiple projects at the same time.
  • Experience working with senior leadership.
  • Experience with LMS systems.
  • Beginner instructional design experience with creating instructor-led courses.
  • Experience with facilitating instructor-led training, conducting workshops and public speaking.
  • Demonstrated training experience in a classroom setting, using written materials
  • Excellent communication skills, both written and verbal.
  • Decision-making and problem-solving skills.
  • Willingness to learn; quick learner, especially with technology; p ositive attitude, dependable, and adaptable.
NECESSARY SPECIAL REQUIREMENTS:
  • All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. PHYSICAL REQUIREMENTS:
Operates keyboard driven equipment. Perform light lifting associated with preparing to conduct training programs and facilitating meetings. All duties performed with or without reasonable accommodations.

SELECTION PROCEDURE:
Panel interview and may include a leadership presentation exercise.
