Duties

Incumbent will serve as a recognized subject matter expert in management analysis techniques to develop contract strategy and vendor performance metrics. He/She will provide leadership with consistent updates of project(s) that may be highly complex and challenging under the minimal direction of a manager or executive. Acts as a principal analyst to develop new and innovative approaches, methodologies, and/or techniques. Serves in intervals as a team leader to define and direct challenging contract/projects/programs/activities. Identifies and resolves challenges or issues that arise that may be cross functional, organizational or FAA wide or impact internal or external customers.

Works in team settings and collaborate with the appropriate team(s) on all contract activities. Works with the Contracting Officer (CO) to validate program objectives are being met. Supports Purchasing Requests (PRs) for new procurement requests and for new and incremental funding for existing contracts/TO.

Provides assistance and oversight to the Project/Program Manager's development of acquisition documents including but not limited to Statement of Work (SOW), Performance Work Statement (PWS), Statement of Objective (SOO), Independent Government Cost Estimate (IGCE), and IT Acquisition Requests (ITAR), which leads to a purchase or purchase request.

Evaluates and executes the optimal approach to the acquisition of IT goods and/or services at the best possible total cost of ownership; provides Contracting Officer Representative (COR) support services relative to procurement of new efforts and administration of existing contracts for AIT.

Serves as a trusted advisor and responds to the Program Management Office, Project Managers and FAA executives concerning their acquisition planning execution and contractual procurement aspects of FAA Enterprise IT contracts. Assesses and recommends approaches that will address resolution of foreseeable problems or issues and provides written recommendations to resolve problems.

Closely collaborates with the assigned CO/Acquisition group in the development of market research effort documentation in support of procurement and contracting activities.

Supports all financial management activities as a COR or team/project lead, budget entry data, ITAR and invoice reconciliation and approvals. Serves as a COR or Management/Financial Analyst if needed.

Develops management presentations and briefings. Communicates to the appropriate teams, upper management any contract enterprise matters that impacts the scope, budget, risk and resources of the work effort being managed.

Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities are met.

Contacts are internal and external. Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Formulates and recommends to senior management positions on major projects/ policies/ issues. Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution.

Work is typically reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities.

Work activities typically impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB's/SO's and often impact on the objectives of the FAA.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I / FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience in project and/or program management, to include validating program objectives are being met and experience supporting procurement and contracting activities.
