Serves as subject matter expert and advisor to DI/DR and exercises independent judgement in developing, implementing, evaluating and promoting strategies to culture change, organizational effectiveness, improve employee productivity and engagement, drive collaboration, facilitate change and focus on the people side of operations.

Leads the development and execution of DI/DR's annual Diversity and Inclusion (D&I) calendar to include a schedule of trainings, events and other applicable deliverables for AOC employees and supervisors.

Serves as the Organizational Development Program Manager and leads the development and implementation of a portfolio of organizational development offerings to support DI/DR and their clients once they have gone through a Climate or Team Assessment or some other type of organizational evaluation.

Provides organizational development and transformation advice and consultancy support DI/DR and/or other AOC entities. Guides, facilitates and leads the development of plans for driving culture change throughout the organization and organizational effectiveness initiatives through a combination of internal design and external selection/customization (including the identification and management of external programs, resources, vendors, etc.).

The candidate is responsible for serving as the Contracting Officer Technical Representative (COTR) for DI/DR, including for the Workforce Culture, Organizational Development (OD), Diversity, Inclusion and Dispute Resolution (DI/DR) Support, and other multi-year contracts. The goal of the contract is to develop and deliver comprehensive solution to transform AOC's workplace culture.

The candidate ensures accurate and adequate oversight of contractor performance according to contract requirements. Performs timely inspections to ensure compliance with job specifications, quality, timeliness and budget authorizations. Utilizes a knowledge of the work breakdown structure, critical path method (CPM), the Program Evaluation and Review Technique (PERT) and Gantt chart to identify solutions in project planning, cost management, risk analysis, control and monitoring of projects. Ensures that projects are effectively inspected, monitored, controlled and evaluated within timeliness, cost and performance conditions. Assists the Contracting Officer in authorizing changes to the contract on the Government's behalf when appropriate. Reviews completed work, evaluates quality and recommends that the Contracting Officer accept or reject completed work.

Provides consulting support and services, understands the culture, takes the initiative and creates actionable solutions, tools and resources for supervisors and managers.

Provides expert facilitation. Consults with senior leaders and Human Capital Management Division partners to assess and identify organizational needs and provides recommendations.

Creates and delivers webinars and training opportunities around workplace culture, organizational development and change management.

The candidate must follow all relevant safety rules, regulations and standard operating procedures. Must utilize knowledge of and must comply with all applicable OSHA safe ty rules and regulations to ensure that work progresses in a safe manner. Provides or receives training, either on the job or through classroom training, to ensure that all safety practices and equipment is fully utilized. Must ensure the use of any required Personal Protective Equipment (PPE), etc.

Specialized experience : is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-13 ) grade level in the Federal service.

Examples of specialized experience for this position include the following:
  • Providing organizational culture, organizational development and transformation guidance and consultancy support;
  • Planning, organizing or overseeing Diversity and Inclusion (D&I)-related projects;
  • Providing technical project oversight that crosses agency or organizational lines; and
  • Serving as Contracting Officer's Technical Representative (COTR) or equivalent for a large organization.
