The U.S. Secret Service, Office of Chief Information Officer (OCIO), is responsible assuring the quality of IT solutions developed in-house and commercially while providing test and evaluation management process tailoring, project test oversight, and control. Also providing System Engineering Life Cycle (SELC) support for requirement reviews and technical reviews while maintaining awareness of all information technologies and systems security practices supporting the protective and investigative missions and associated administrative functions of the Secret Service.

The incumbent serves as Senior Information Technology Specialist within the Quality Assurance section responsible for quality assurance and expertise regarding the testing and evaluation of all procured USSS information technology systems and software.

Duties may include the following:
  • Tests and evaluates new products to identify to ensure agency specifications are met and properly communicates with current systems implemented in the agency.
  • Serves as a validation checkpoint to ensure products are addressing 508 compliance requirements.
  • Prepares test plans and test scripts, and conduct software testing using various application lifecycle management tools.
  • Performs independent validation of deliverables, identifying deficiencies and prepares written reports monitoring compliance of software and systems being procured by the Service.
  • Provides subject matter expertise, advice and assistance on application testing, programming and test methods to managers, contractors, and IT users.
  • Evaluates the nature and scope of test and evaluation management processes to be automated and advises management regarding the finding and analysis of test results, and evaluation processes and functions into IT systems.

You must demonstrate at least one (1) year of the defined specialized experience equivalent to the next lower grade level and meet the Office of Personnel Management (OPM) Individual Occupational Requirements (IOR).

Specialized Experience:

GS-14: You qualify for the GS-14 level if you possess one year specialized experience equivalent to the GS-13 level performing duties such as leading projects and/or teams in applying test and evaluation life cycle projects; reviewing or creating test and evaluation master plans, metrics and identifying test and evaluation practices for enterprise-level systems; managing acquisition life cycle framework, system engineering life cycle and test and evaluation management; experience with iterative and agile software development, testing and agile project delivery, test methodologies and tools for monitoring software development requirements, and building reports from tools management; experience in software testing methodologies, quality assurance, and Independent validation and verification (IV & V).


Office of Personnel Management (OPM) Individual Occupational Requirements (IOR) is defined as:

  • Oral Communication - Communicates technical information regarding systems performance requirements or technologies needed to meet future information technology needs in clear and concise manner to management and the user community.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations regarding the testing and evaluation of information technology systems and software.

  • The full performance level is GS-14.


    Substitution of Education is not allowed for the GS-14 grade level.
