As a Student Trainee (Financial Economist), you will:
  • Gather, analyze, and prepare summaries of economic data and information used for providing economic and housing market analysis.
  • Perform research on comprehensive data sources related to the economic and mortgage market, and loan performance.
  • Analyze and interpret factual economic and mortgage performance statistics and drafts reports explaining findings.
  • Assist internal and external Ginnie Mae program offices in identifying and analyzing economic, demographic, and mortgage market data.

Pathways Internship Program Requirements:

If selected, you MUST:
  • Sign a Pathways Internship Program agreement;
  • Provide official documentation of enrollment every semester while in the program;
  • Notify the agency of any change in enrollment status and/or work schedule;
  • Provide official documentation verifying at least a half-time course load as defined by the educational institution; a less than half time schedule is permitted during the final term;
  • Provide official documentation verifying good academic standing by maintaining at least an overall 2.0 GPA or higher (on a 4.0 scale);
  • Participate in Department mandatory training classes or programs as required;
  • Prepare and implement an Individual Development Plan (IDP) for appointments exceeding 90 days; AND
  • Perform successfully the assigned duties listed in the position description.

    The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

    Specialized experience for the GS-09 is defined as one year of experience at the GS-07 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:

    - Utilizing economic or financial theory to perform research studies and prepare preliminary reports; AND
    - Collecting and compiling economic research data utilizing computer applications and/or tools.

    OR EDUCATION: Completion of 2 academic years of graduate level education, or a master's degree or equivalent graduate degree.

    OR COMBINATION: You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

    Experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.     Pathways Student Internship Program Education Requirement:

    A. Must be a current student at an accredited high school (public or private) or in a home-school program*; college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, or trade school; advanced degree programs; or other qualifying educational institution, on a full or half-time basis (as defined by the institution in which the student is enrolled) pursuing a qualifying degree or certificate. *Secondary home-school curricula must be recognized by the State or local government oversight agency.

    B. You must maintain student eligibility and enrollment for the duration of the internship. If you do not maintain eligibility and enrollment, you are ineligible for this program.     C. Every semester, you must maintain good academic standing with an overall GPA of 2.0 or higher on a 4.0 scale.

    Education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

    Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.

    HUD may convert a student non-competitively from the Pathways Student Trainee Program to a term or permanent position in the competitive service. The target position upon conversion is a Financial Economist with a full performance level of GS-13. However, conversion is not mandatory or guaranteed. Students must be U.S. citizens and meet the following requirements to be eligible for conversion:
    • Complete the required number of hours of work experience (generally, at least 640 hours) while enrolled as a full-time or half-time degree-seeking student;
    • Complete the educational requirements from a qualifying institution;
    • Receive a favorable recommendation by an official of the agency; and
    • Meet the qualification requirements for the position to which the Student will be converted.

    • Subject to a Trial period for the duration of the Pathways Student Trainee Program appointment.
    • Must successfully complete a background investigation.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
    • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
    • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

    This is a temporary position. If hired under this appointment, you are not eligible for health and life insurance benefits, but you are eligible for annual and sick leave. However, if your appointment is extended beyond the first year, you will be eligible to elect health insurance for which you will be charged the full premium. Social Security taxes will be deducted. A temporary appointment does not confer eligibility to be promoted or reassigned to other positions or the ability to be non-competitively converted to a career conditional appointment.
