The Department of State, Africa Bureau's Office of Security Assistance seeks a Senior Monitoring and Evaluation (M&E) Specialist to join its team, which is responsible for conducting M&E of security assistance projects to determine if they are effective, sustainable, and in line with USG policy and strategies; to identify lessons learned and best practices; to provide recommendations to improve training, equipping, constructing and advising foreign militaries in Sub-Sahara Africa. The Department of State's Africa Bureau's Office of Security Assistance and Bureau of Political-Military Affairs, Office of Security Assistance, has sought out the assistance of Alutiiq Information Management, LLC (AIM). To that end, AIM seeks a Senior M&E Specialist to support the team with these efforts. The Monitoring and Evaluation Specialist will be responsible for the following: * Working with the M&E Team Lead, design, operationalize and implement four multi-country evaluations and assessments for FY22. * In coordination with the M&E Team, facilitate the build-out of country-level performance monitoring plans. * Assist the Team Lead and Deputy Team Lead in building processes and policies for M&E activities, data management, communications, etc. * Mentor Mid-Junior M&E Specialists and DOD subject matter experts. * Facilitate the development and completion of deliverables such as quarterly reports, trip reports, field assessment reports, program reviews, and program evaluations; * Monitor how efficiently the Department of State is utilizing appropriated funds in support of program managers; * Monitor performance of program activities such as military training, the delivery of equipment, and/or advisory support; * When necessary, support the team in holding calls and coordinate with program implementers to collect After Action Reports (AARs) and data in support of performance monitoring; * Run field visits to monitor implementer progress for ongoing programs; * Run field visits after programs have ended to conduct post-project site visits; * Complete annual program reviews/evaluations; * Document lessons learned to improve programming. * A Bachelor's degree in International Affairs or Security Studies with graduate level research from an accredited university. * At least eight (8) years of experience in the international affairs field and preferably, within the security field. * Experience in conducting analysis for clients and/or doing M&E of foreign assistance programs. * Team player and ability to work well collaboratively * Proven ability to deliver quality written and oral products to diverse audiences. * Active Secret Clearance. * Demonstrated educational experience of at least a Bachelor's Degree in relevant field of study (Public Policy/Ad- ministration, Social Sciences, Security Studies, Economics, Monitoring and Evaluation, etc.). * Systems thinker and process-oriented, with strong attention to detail. * Previous experience in similar role involving building strategic performance management systems and evaluation. * Demonstrated experience designing, implementing, and leading evaluation. * Demonstrated experience designing performance monitoring plans. * Demonstrated skill in establishing and maintaining effective working relationships with a variety of stakeholders of different backgrounds. * Demonstrated interpersonal skills and cultural awareness and sensitivity required to interact with a wide range of stakeholders. * Demonstrated ability to work both independently and with a team-oriented environment. * Ability to manage multiple deadlines and prioritize deliverables in a timely manner to meet quick turnaround. * Knowledge of research and applications, including survey software, social media analysis, statistical analysis, data management * Salary commensurate on experience. Preferred qualifications * Master's Degree or PhD in relevant field of study (Public Policy/Ad- ministration, Social Sciences, Economics, Security, Monitoring and Evaluation, etc.). * Retired military * Experience with security assistance programs, including train, advising, equipping and construction for foreign militaries. * Experience with security assistance programs that build military and security system capacity and capability in Africa. * Foreign language, including French, Arabic, Kiswahili, or other African language.
