Fairfax County Streetlights Section of the Department of Public Works and Environmental Services boasts a team of specialized Streetlight Illumination Engineers that provides technical support to many agencies across the County. Learn more about us.

Fairfax County seeks an experienced engineer to serve as the leader of the streetlight engineering team to coordinate project assignments, assists in daily operations of the Developer Streetlight Program and the Citizens Streetlight Program. Duties as a Senior Engineer of the streetlight engineering team includes the streetlight review of development and transportation plans, administration, coordination, and implementation of the Capital Facilities portion of the Fairfax County Streetlight Program to include: serving as a point of contact for daily coordination with Land Development Services (LDS), developers, Fairfax Department of Transportation (FCDOT) and electric utility companies on the installation of streetlights. Participates in the review and preparation of streetlight designs and pedestrian lighting design to ensure most cost-effective layout is provided with Board of Supervisor (BOS) approved criteria, Fairfax County Public Facilities Manual (PFM) regulations, standards and engineering practices. Applies PFM regulations and best illumination engineering practices in accordance with the ANSI/IESNA, American National Standard Practice for Roadway Lighting / Illuminating Engineering Society of North America on roadway, parking lot and pedestrian lighting. Assists the Branch Chief in providing oversight and technical expertise on streetlight issues and on new lighting technologies. Uses Illumination Engineering software and AutoCAD to run photometric calculations. Utilizes the Streetlights GIS layer using ArcGIS to edit and view data. Maintains and updates streetlight computer information to track encumbrances, expenditures, payments and to provide current project status. Prepares correspondence, address citizen issues and concerns, reviews and provides input on requests to waive PFM Streetlight requirements. Submits streetlight layout sketches and designs to electric utility companies for implementation of lighting design. Requests utility companies to submit electrical sketches, designs and cost estimates for the requested streetlight improvements. Reviews electrical utility streetlight cost estimates for approval and writes authorization letter to utility companies to proceed to schedule installation and construction of streetlighting work. Arranges and conducts citizen meetings and participates in public hearings related to streetlight issues. Conducts field work as necessary in the daytime and night to evaluate existing lighting conditions, obtain lighting field data, and to resolve utility conflicts. Represents the county at Civic and Board of Supervisor meetings. Assists the Branch Chief on other administration duties and performs other duties as assigned.

May be responsible for the following:
  • Responds to technical, design and scope related questions during the design and construction phase. May make presentations to senior County leadership and to County residents.
  • Able to work in a fast-paced collaborative team environment; and provide outstanding customer service to outside agencies and project stakeholders.
  • Stays abreast of technical codes and safety regulations.
  • Promotes communication, teamwork, and collaboration within the division and with colleagues across the divisions in Capital Facilities. Candidates must have excellent written and verbal communication skills.
  • Able to use relevant information and judgment to evaluate whether plans, specifications, agreements or inspection results are in compliance with (county, state and federal) code requirements.
  • Able to respond sensitive complaints, provide detailed technical explanations and find resolution.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

CERTIFICATES AND LICENSES REQUIRED:
  • A valid driver's license.
  • Possession of a valid Virginia Professional Engineer or Architect license.

An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.

Please note that if the selected candidate is licensed in another state, they will be required to obtain a Virginia PE or RA license through the reciprocity process within twelve (12) months of the award letter date as a condition of employment.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
  1. At least 2 years of progressively professional experience in Illumination Engineering and Streetlight design.
  2. At least 3 years of professional engineer experience with local, federal, and state site development codes especially for utilities and site development codes.
  3. Experience in Engineering design to provide lighting of roadways, pedestrian walkways, and parking facilities.
  4. Experience in the use of computer applications and software associated with the analysis of streetlight illumination engineering and the associated photometric computations.
  5. Experience in the use of ArcGIS applications to edit and manage data.

PHYSICAL REQUIREMENTS:
Ability to physically negotiate rough terrain and typical construction sites. Ability to safely climb construction ladders up to 15 feet or more. Ability to produce hand written and typed documents. Ability to hear normal construction alarms and verbal warnings on active construction sites. All duties performed with or without reasonable accommodations.
