Job Announcement

Works as part of the Organizational Development and Training (OD&T) team as a self-motivated and proficient eLearning developer with a flare for instructional design. Designs, develops, builds and maintains eLearning courses using Adobe Captivate and other authoring software applications. These online, self-paced eLearning courses will meet the on-demand training needs of business partners across the county with a focus on SAP enterprise resource planning software that supports county financial, human resources and procurement processes. Other responsibilities include:

  • Conducts training needs assessments with business partners;
  • Provides strategic insight into countywide initiatives; Leads, supports, and/or manages training and development activities for countywide initiatives;
  • Co-leads monthly eLearning Community of Practice;
  • Supports eLearning software skill development of fellow team members;
  • Other special projects as assigned.

  • Manages/oversees a major function/program, project or team;

Organizational Development
  • Provides internal consulting services to county agencies, work groups, county-wide task forces, boards and commissions, and citizen groups in the areas of strategic planning and implementation, process design, team building, facilitation, organizational interventions, leadership development and coaching, and problem solving;
  • Coordinates and evaluates the work of organizational facilitators and/or trainers.

Training
  • Develops, supports and evaluates the County's general staff training and development programs;
  • Works with agencies to identify specific training needs, including technology delivered training and development tools;
  • Designs and facilitates professional and leadership development courses.
  • Performs advanced level professional work designing, developing, and maintaining county-wide eLearning courses to meet on-demand training requirements.
  • Develops requirements for new information technology solutions and support agency and countywide information technology projects. Partners across the county to gather training requirements.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in personnel administration, public administration or a related field, plus four years of professional-level human resources experience.

CERTIFICATES AND LICENSES REQUIRED:
Not applicable.

PREFERRED QUALIFICATIONS:
  • Demonstrated proficiency in Adobe Captivate or similar authoring tool software;
  • eLearning instructional design experience;
  • Experience with SAP or other ERP (enterprise resource planning) software as an instructor, user, or business process owner;
  • Ability to manage multiple eLearning development projects at the same time;
  • Experience leading train-the-trainer and/or community of practice sessions.

NECESSARY SPECIAL REQUIREMENTS:

PHYSICAL REQUIREMENTS:
The work for this position includes eLearning development which can require extended use of computer keyboard and screen in a sedentary nature for up to eight (8) continuous hours. Additionally, the delivery of instructor-led training in the classroom may require moving around to view trainees, computer screen, using a SmartBoard, whiteboard, flipcharts, standing at podium and being able to carry books and other course materials up to 20 pounds in weight as well as up to two (2) continuous hours of standing. Virtual training environments may require extended use of computer screens and keyboard in a sedentary nature for up to two (2) continuous hours. SELECTION PROCEDURE:
Panel interviews and may include a practical exercise. Portfolio of eLearning, instructional design and job aids will be requested.
