Manages large scale, highly complex and sensitive capital and maintenance projects that involve multiple agencies, community stakeholders, and project-based matrix organization teams with responsibility for bringing projects to completion. Interacts with external professional engineering, environmental and construction contractors who support capital/construction projects. Prepares cost estimates, and performs construction contract administration for sanitary sewers, gas piping, leachate systems, stormwater facilities, solid waste facilities, transportation facilities, and other county projects with defined objectives, priorities, budgets, and deadlines. Prepares reports, studies, design analysis and evaluations, contracts, and bid documents. Defines needs and makes recommendations to budget submissions and budget reviews to fund capital projects and programs. Reviews plans submitted by Architectural and Engineering (A&E) firms for county projects to determine if they meet design/constructability requirements, and for cost and compatibility with county standards, guidelines and operational needs. Attends public meetings and serves as a liaison with other governmental and private sector units regarding construction related issues. Assists in the preparation and update of safety operating procedures.

Note: Holiday, weekend and overtime work may be required. Position is designated as "essential emergency services personnel".

This position is located at the Fairfax County Government Center.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to graduation from a four-year college or university with a bachelor's degree in civil engineering, landscape architecture, environmental or life sciences, construction management, business administration, facilities management or related; plus five years of experience in the management of large and complex construction or maintenance projects to include two years managing multi-disciplinary teams with multiple contractors.

CERTIFICATES AND LICENSES REQUIRED:
  • A valid driver's license.
  • DEQ-Erosion & Sediment Control Inspector Certification-completion of first training required within 12 months of hire, and certification required within 12 months of date of completion of first required class.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a pre-employment physical examination, and driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
Knowledge of construction and maintenance of environmental facilities, project design, and erosion & sediment control. Strong oral and written communication skills. Demonstrated ability to lead projects from scope development through project closeout. Thorough knowledge of the construction, safety and contracting process. Experience working with multiple stakeholders.

PHYSICAL REQUIREMENTS:
This position requires one to be able to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift, and handle materials with manual dexterity. Visual acuity is required to read and operate electronic & field monitoring equipment. Employee may be required to lift up to 30 pounds. All duties performed with or without reasonable accommodations.
