The Fairfax-Falls Church Community Services Board (CSB) is hiring multiple Behavioral Health Specialist IIs (BHSII) for a variety of CSB Service Areas.

Works with a Behavioral Health Supervisor as part of a multidisciplinary team consisting of therapist/case managers, medical staff, peer support specialists and other counselors and support staff. Provides services driven by client choice through collaborative relationships in individualized treatment planning. Specific duties may include case management, assessment, treatment planning, individual, group and family counseling, medication administration, transporting clients, facility monitoring, and substance use testing. Case management includes linking and coordination of multiple services, as well collaborating with community partners such as criminal justice system, Human Services, medical providers and community agencies. Must maintain detailed documentation in an electronic health record meeting state, local and federal performance contract and licensing expectations.

Varying by program some service areas provided an extended day and 24-hour programs; therefore, some shifts include weekend and evening hours, as well as some holidays. A commitment to offer scheduling flexibility, as program needs allow.

  • This position includes a signing bonus for fully qualified new county employees in the amount of $2,000 (full-time) or $1,000 (part-time).
  • CSB recognizes that staff competence speaking a variety of languages is necessary to meet client needs and encourage candidates that are bilingual in English and another foreign language to apply. A foreign language skills stipend of up to $1300/year (full-time) may be given for qualified bilingual employees.
  • The CSB provides clinical supervision for employees who are registered as licensed eligible mental health in one of the following areas: Licensed Clinical Social Worker, Licensed Professional Counselor, Licensed Clinical Psychologist, Licensed Marriage and Family Therapist, Licensed Substance Abuse Treatment Practitioner or Clinical Nurse Specialist.
  • In addition, to recognize and reinforce the importance of professional development and enhance future recruitment of licensed professionals, if approved, the licensure supervisors will receive a stipend of $1,500 paid out biweekly over a 12-month period whether for one or more Department of Health licensure candidates.

Note: Multiple positions, both part-time and full-time, in various Service Departments will be filled from this job announcement. Merit positions that are less than 40 hours per week (100% FTE) are eligible for health and prorated leave benefits.

Service provisions are based on client and program need. In response to the COVID-19 Pandemic, some positions offer services via telehealth for non-acute services. Other positions offer limited opportunities for telework. Teleworking options may vary by service area.

Illustrative Duties

  • Makes behavioral health diagnoses using Diagnostic and Statistical Manual of Mental Disorders, International Classification of Diseases or other diagnostic tools as required;
  • Maintains a diverse caseload of clients with a variety of substance use, developmental disabilities and/or mental illnesses;
  • Implements therapeutic treatment plan under clinical supervision;
  • Provides individual, group, and/or family treatment under supervision;
  • Collaborates with service professionals inside and outside of the Community Services Board;
  • Provides case management, outreach and engagement services as needed;
  • Conducts wellness and health promotion services;
  • Maintains all electronic health records according to federal, state and department regulations, ensuring that records of clients on their caseload are complete, accurate and comprehensive;
  • Advocates on behalf of clients regarding rights and needed services;
  • Provides crisis stabilization and crisis management with support and supervision as needed.


Required Knowledge Skills and Abilities

  • Knowledge of existing public and private agencies and community resources;
  • Ability to perform behavioral health and risk assessments and apply evidence based/informed treatment approaches/modalities;
  • Ability to maintain records and prepare reports.


Employment Standards

MINIMUM QUALIFICATIONS:
Graduation from an accredited college or university with a bachelor's degree in psychology, social work, nursing, counseling, or a related field, plus one year of clinical experience or Bachelor’s degree and a valid Qualified Mental Health Professional (QMHP) certification plus one year of clinical experience.

CERTIFICATES AND LICENSES REQUIRED:
Some positions within this classification will require additional certifications and licenses, as defined by the position description and posted in job announcements.

  • Qualified Mental Health Professional - Adult (QMHP-A) or Child (QMHP-C) or Qualified Mental Health Case Manager (QMHP-CM) depending on service area (Required within 3 months)
  • First Aid and CPR certification, within 90 days of appointment and maintained throughout CSB employment.
In addition, the following may be required contingent upon the Service Area assignment:
  • Valid Motor Vehicle Driver's license with fewer than six demerit points (or the equivalent in another State) within 1 month of appointment and maintained throughout employment with CSB.
  • MANDT Certifications within six months of appointment and annually thereafter;
  • Medication Administration Assistance Certification within 90 days of appointment.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, Child Protective Services Registry check, driving record check, and sanction screening to the satisfaction of the employer. A TB screening upon hire and annually thereafter.

This position is emergency/essential services personnel. A commitment to offer flexibility, as program needs allow.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
  • Master’s degree in social work, counseling, psychology, or related field.
  • Two years' experience providing services to SED/SMI/SUD individuals in group or individual modality.
  • Experience providing treatment to individuals who have co-occurring serious mental health and substance use disorders.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature; however, visual acuity is required to read data on a computer monitor. Ability to operate keyboard driven equipment; communicate well with others; and to observe, process, and document clinical information and make clinical interventions. Ability to lift, up to 15 lbs. All duties performed with or without reasonable accommodations.
