Duties

This is an Open Continuous Announcement that will be used to fill multiple-specialties vacant throughout the Salem VA Health Care System and will remain open until 09/30/2022. Applications will be accepted on an ongoing basis and qualified candidates will be considered and referred as vacancies become available.

Duties include but are not limited to:

Initiating, performing, and completing all assigned duties and providing care to variable patient populations.

Carrying out assigned patient care based on the patient and ability to appropriately utilize this knowledge in working effectively with patients and other staff.

Establishing constructive relationships with individual patient to elicit feelings and attitudes and to promote positive relationships, communications and socialization skills.

Fostering an environment of respect for individual patient rights to privacy and dignity in all aspects of care deliver.

Performing support duties for complex diagnostic tests and /or specialized practices and procedures.

Serving as a preceptor in orienting, conditions, to use judgment in selecting the appropriate order and sequence of procedures and treatment, and to accurately recognize, report and record relevant patient information.

Observing, identifying and responding to the patient needs for care, including medication, equipment-assisted care and patient/family education.

Preparing and administering prescribed medications (oral, topical, subcutaneous, intramuscular, and/or intravenous) and performing treatments according to established polices/ procedures.

Observing physical and/or emotional changes in patient condition from prescribed medications/treatments, promptly and accurately documenting noted changed, and reporting and deviations from normal to the RN or provider.

Recognizing urgent or emergent patient care situations, seeks assistance of the RN and/or provider and initiates appropriate emergency interventions as directed .

Understanding human behavior, patient motivations and reactions to situations educating and training less experienced LPNs/LVNs or Nursing Assistants/Heath Techs related to support duties for these more complex, specialized tests/procedures.

Observing and thoroughly documenting care and patient responses .

Seeking assistance and guidance by informing the Registered Nurse (RN) or medical provider of changes in the patient's condition requiring higher-level intervention .

Participating as a member of the Employee Occupational Health (EOH) team providing patient care.

Contributing to the interdisciplinary team in the development, implementation, and evaluation of the patient's treatment plan, and promoting patient participation in the therapeutic community by fostering self-reliance and independence.

Work Schedule: A variety of work schedules available (May be expected to work rotating weekends and holidays)
Travel: May be required for some Specialties but is not inclusive.
Pay Schedule: The salary range listed in this announcement is a Base-Line Salary for a full-time work schedule. Starting salary will be set based on locality (which may include a special pay rate depending upon location), as well as Full Time, Part Time or Intermittent employment.

Qualifications

Basic Requirements:

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Education: Graduate of a school of practical or vocational nursing approved by the appropriate State agency and/or accredited by the Accreditation Commission for Education in Nursing (ACEN), previously known as the National League for Nursing Accrediting Commission (NLNAC) at the time the program was completed by the applicant. Verification can be obtained from the State approving agency or the Accreditation Commission for Education in Nursing (ACEN), previously known as the National League for Nursing Accrediting Commission (NLNAC), 61 Broadway, 33rd Floor, New York, NY 10006. Additional information may also be obtained from the ACEN Website. Exceptions include:

Health care education in the military service or training in the military service which is accepted by the licensing body in the jurisdiction in which the individual is licensed as qualifying for full LPN/LVN licensure will be accepted as meeting the education requirements for VHA employment.

VHA employees who were converted to appointments under 38 U.S.C. 7401(3) in implementation of Public Law 98-160, enacted November 21, 1983, and for VHA employees converted to appointments under 38 U.S.C. 7405 in implementation of Public Law 99-576, enacted October 28, 1986; and for their future personnel actions under this authority. The waiver will not apply to persons appointed under 38 U.S.C. 7401(3) or 7405 after these conversions.

Individuals granted a license by a jurisdiction that does not require graduation from an approved school.

Licensure: Full, active, current and unrestricted licensure as a licensed practical or vocational nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or District of Columbia. An LPN [LVN] who has or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only when it is not possible to recruit qualified individuals.

English Language Proficiency: Licensed practical or vocational nurses appointed to direct patient care positions must be proficient in both spoken and written English.

Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met.

For the GS-03 level, experience and education: None beyond the basic requirements.

For the GS-04 level, experience: Six months of qualifying experience as an LPN or LVN

OR

Experience and Education: Graduation from an approved school and one year of experience that involved nursing care work in a hospital outpatient clinic, nursing home, or other supervised medical, nursing, or patient care facility that provided a practical knowledge of human body structure and sterile techniques and procedures.

OR

Education: Graduation from an approved school of at least 24 months duration. LPNs at the GS-4 grade level perform all duties expected of employees at the GS-3 grade level; however, they are expected to exercise greater judgment, require less supervision, and to operate in accordance with all established policies, procedure, and techniques.

For the GS-05 level, experience: Completion of at least one year of qualifying experience at the GS-4 level or equivalent and fully meeting all performance requirements for the GS-4 LPN/LVN. You will be rated on the Knowledge, Skills, and Abilities (KSA's) based on your application for this position. Please make sure that each is addressed in detail in the body of your resume. For the GS-06 level, experience: Completion of at least one year of qualifying experience at the GS-5 level or equivalent and fully meeting all performance requirements for the GS-5 LPN/LVN. The full performance level of this vacancy is GS-06. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-03 to GS-06.

Physical Requirements: Physical qualifications require the ability to stand, walk, bend, and move freely. Must be able to utilize good body mechanics in lifting or restraining patients. Must have good hearing, eyesight, and physical dexterity. Must be clean and neat in appearance. Must be emotionally stable and cooperative. Work is accomplished predominantly on the nursing unit and through escorting to various clinics or hospital areas. The physical surroundings involve working with the acute and chronically physically and mentally ill patients, which may cause discomfort related to negative verbal and physical activities from these patients.

Must be able to pass all requirements according to Optional Form 178 (Certificate of Medical Examination)

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
