Duties

  • The C5ISR Center is soliciting candidates to serve as Branch Chief responsible for providing leadership, mentoring and management of the assigned Branch and its personnel.
  • The Branch Chief will report to a Division Chief.
  • The incumbent responds to resource actions, advocates for reprogramming of resources, and supports technical cooperative planning.
  • Manages the full range of program planning, defining, coordination, execution and customer support within their assigned Branch.
  • Responds to resource actions, customer queries on progress/status. Presents briefings in multiple forums, both inside and outside the C5ISR Center
  • You will serve as a Branch Chief of the Radio Frequency Communications Division responsible for providing leadership, oversight and management of the assigned branch, consisting of multiple teams.
  • Responsibilities include leading a diverse multi-technology research, development and technology integration branch.
  • Utilizes an extensive knowledge of Command, Control, Communications, Computer, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) technologies.
  • Manages all branch related systems, architectures, and practices to oversee efforts of a professional, technical, and administrative nature ensuring the workforce remains engaged in defining the direction for the branch.
  • Advocates for reprogramming of budget resources, provides management oversight, or technical cooperative planning.
  • Plans branch efforts/deliverables to be accomplished within reasonable timelines by setting priorities, scheduling completion milestones, and producing written and oral deliverables commensurate to the level of quality expected as a DB-04 .
  • Utilizes an extensive knowledge of engineering/scientific theories, principles or practices in the execution of tasks.
  • Works in concert with senior engineers, peer branch chiefs, and customers across the acquisition community to ensure maximization of funding, resources, and deliverables supporting the warfighter.

  • Extended probationary period for the Engineers and Scientists Occupational Family is three years.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent must pass urinalysis testing, as required prior to appointment and periodically thereafter.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI).
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering certification within 48 months as of entrance on duty.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • One-year supervisory trial/probationary period may be required unless previously completed.
  • Critical Acquisition Position (CAP)/ Key Leadership Position (KLP): Acquisition Corps membership is no longer required for Critical Acquisition Positions (CAP) / Key Leadership Positions (KLP).
  • This is a Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • The employee travels more than 25% of the time in a Temporary Duty (TDY) status. Subject to travel on short notice (i.e., less than 24 hours' notice).

Basic Requirement for Engineering:
A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Basic Requirement for Physicist:
A. Degree: Bachelor's degree (or higher degree) in physics, or related degree that included at least 24 semester hours in physics. The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.

B. Combination of Education and Experience: Courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.

Basic Requirement for Chemist:
A. Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
OR
B. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.

Basic Requirement for Computer Scientist:
Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

Basic Requirement for Mathematician:
A. Degree: Bachelor's degree (or higher degree) in mathematics; or a degree with the equivalent of a major that included at least 24 semester hours in mathematics. The total course work must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.
OR
B. Combination of Education and Experience: Courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education. The total course work must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.

Basic Requirement for Physical Scientist:
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Transcripts are required to meet the Basic Education for the applicable series.

Education

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DB-03 pay band (GS-13 level) in the Federal Service which includes: 1) Manage multidisciplinary teams to ensure effective utilization of resources; 2) Oversee projects by developing concepts and solutions to solve program issues; 3) Perform supervisory duties over first-line supervisors such as performance management, workload distribution, overseeing production and setting priorities; and 4) Direct a program to ensure achievement of milestones in accordance with cost, schedule, and performance objectives.
