Duties

In this leadership role, the incumbent will serve as the technical expert for the agency's Conciliation Program, Dispute Resolution (DR) matters, EEO-related issues, Diversity and Inclusion (D&I), Reasonable Accommodation Program and Workplace Culture. Responsibilities include oversight and implementation of appropriate procedures to ensure a prompt and fair resolution of equal employment opportunity (EEO) claims of discrimination and harassment and other workplace concerns.

The primary responsibilities include:
  • Serving as a senior advisor to the Chief Administrative Officer (CAO) and providing guidance and advice on a range of broad and complex program areas that affect EEO, D&I, and overall Organizational Culture.
  • Engaging regularly with agency executives, to provide updates on issues related to EEO matters, Congressional responses, investigation-related issues, as well as, personnel and business process-related concerns.
  • Providing sound expert guidance on complex and, in some cases, controversial issues that may have agency wide impact.
  • Researching, developing, and implementing policy for AOC-wide programs, and ensuring the policies, procedures and regulations are consistent with the intent of the law, and are aligned with AOCs strategic goals and objectives.
  • Serving as the agency's expert on organizational culture, and driving the long-term Culture Behaviors Transformation effort, to ensure that all AOC employees feel safe and respected in the workplace.
  • Providing advice to supervisors and managers, at all levels, on EEO/Conflict and other DI/DR-related programs, as well as, a full range of Human Resources management matters, to include the employment of under-represented groups, merit promotion, and supervisory practices.
  • Managing all Dispute Resolution activities (e.g., claims, investigations, climate assessments, etc.,) to ensure they are fully vetted for accuracy, as well as managing the agency's Diversity and Inclusion initiatives to include the facilitation of outreach campaigns, and applicable training courses and publications.
  • Leading and guiding a team of DI/DR professionals by creating a vision, implementing best practices, short and long range goals, assigning duties, and evaluating performance to ensure staff is achieving their professional goals and the goals of the office.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience : is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-14) grade level in the Federal service.

Specialized experience for this position must demonstrate the following:
  • Providing leadership and/or administrative and technical supervision of staff, including managing workload, training and development, performance management, and budget and resource management.
  • Expert knowledge of Federal Equal Employment Opportunity (EEO) principles, concepts, laws, regulations and policies to effectively process formal complaints of discrimination, resolve complex discrimination problems, and make technical recommendations and/or decisions for corrective action.
  • Providing leadership on workplace culture. Expert knowledge of how conflict and culture interact and influence organizational dynamics. Developing and implementing process improvements in support of organizational programs, operations and strategic goals.
  • Managing a Reasonable Accommodation Program.
  • Coordinating and developing strategies for programs and initiatives that focus on valuing diversity and inclusion in the workplace.
  • Planning, evaluating and directing the development and execution of strategic initiatives, standards, policies, and procedures to meet current and future operational objectives.
