Duties

  • You will establish the performance goals and training needs of employees to ensure employee development.
  • You will contribute to the development of contractual bids for construction, maintenance and repair operations.
  • You will act as a liaison between customers and contractors regarding contract modifications and change orders.
  • You will compile written reports to provide status or project updates.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering Level II. Certification is required within 24 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.


Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Ensuring that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products & services; 2) Training all employees assigned to his/her branch to ensure that all employees are provided with awareness training in regards to FSCs, safety, protection of government owned property and EEO policies and programs; 3) Developing and maintaining an annual plan of execution and ensuring that client funding is available; and 4) Monitoring and reporting on the status and progress of work, checking/reviewing work in progress or completed to ensure instructions have be met.

Physical Demands: The work is mostly sedentary, but walking, stair and ladder climbing is required in visits to the contractor's facility and/or place of work. Site visits can be for exterior or interior efforts where weather will be a determining factor in performing duties above.

Work Environment: Work is performed primarily in an office setting but may involve some outside visits to contractor work areas where construction safety equipment is required to be worn. Incumbent Employees may be required to use protective clothing or gear, i.e., hardhats, steel toed boots, safety goggles, gloves or shields during occasional visits to job sites, workspaces and customer facilities.
