Duties
The CSC oversees: the CG Exchange (CGX) which is nearly $200 Million retail operation with 67 stores throughout the United States and Puerto Rico; acts as the Program Manager for the CG Morale, Wellness, and Recreation (MWR) program; and is the CG Non Appropriated Fund Center of Excellence supporting the 1,400 member NAF workforce CG-wide. Position serves as the Chief Financial Officer of the Coast Guard Exchange System.
Receives very broad direction from the XO; Work is guided by CSC's strategic business plan and corporate priorities. Tactics used to achieve strategic objectives are within the purview of the incumbent. Work is reviewed for effectiveness in developing and implementing, efficient, responsive, and cost effective IS programs. Performs other related duties as assigned.
Major Responsibilities
Provide substantial input into corporate strategic plans and business direction. Serve as a member of the CSC Executive Steering Group which establishes, under the direction of the XO, future policies and programs, changes to existing policies and programs, and the establishment of strategic goals and objectives for the effective execution of CSC's mission.
Directs financial operations of CGES, develops the CSC financial program policies and procedures, determines the organizational finance department resource requirements, and sets the strategic direction for finance.
Supervises/manages the CSC accounting, payroll, treasury, budgeting, procurement, and logistics support functions and the associated staffs. Provides both technical and managerial direction to these staffs in the daily execution of their tasks.
Responsible for financial reporting and cash management of the centralized Coast Guard Exchange system providing updates to the Non-Pay Compensation Board of Directors at semi-annual meetings.
Budgets and maintains the CSC Appropriated Fund accounts in accordance with all legal and policy requirements of the Coast Guard and Department of Homeland Security.

OTHER ESSENTIAL INFORMATION:Resided in the United States or its protectorate or territories (excluding short trips abroad, such as vacations); Worked for the United States government as an employee overseas in a Federal or military capacity; or Have been a dependent of a United States Federal or military employee serving overseas. Qualifications
Minimum:A Bachelor's Degree from an accredited university with emphasis in retail or business administration and at least five years of specialized experience. At least two years supervising a large finance staff having responsibility for multiple financial disciplines. Advanced verbal communication skills as evidenced by extensive experience presenting information to large audiences and boards. Advanced written communication skills as evidenced by significant experience preparing policies, briefs and other written documentation. Preferred: (In addition to the minimum qualifications): MBA from an accredited university with emphasis in retail or business administration. Experience with procurement and contracting. Certified Public Accountant or Certified Government Financial Manager or equivalent certification.
