Duties

As a Program Analyst, you will:
  • Provide day-to-day business operations, technical analysis, and support activities with responsibilities in the areas of data and analytics, strategy, reporting, information governance, database management, and communications.
  • Provide critical management and operational support services that contribute to FRA's ability to achieve its programmatic responsibilities, including managing databases, analyzing data, producing accurate reporting, and assisting in quality assurance. Utilize, with support, financial and program data to analyze, document and communicate data and financial performance. You will assist in the development, communication and monitoring of departmental standards including data governance standards and standard operating procedures.
  • Assist in the management and development of project tracking databases including development of data standards, outreach to end-users to document functional requirements, address data gaps and provide user training.
  • Provide assistance in development of policies, plans, and strategies to improve departmental data management.
  • Establish data governance policies and procedures, maintaining technical relevance as new techniques and procedures emerge.
  • Work with stakeholders on data collection process improvement projects. Gathers and analyzes information and provides recommendations to address and resolve root causes.
  • Study, analyze, recommend, and implement new and improved ways of using data to foster improvements in reporting, oversight, and grant tracking activities.
  • Develop quantitative reports tracking the outcome of departmental initiatives and congressional or leadership data requests.
  • Comply, organize, and document data and develops or assists in the preparation of creative approaches to data documentation, statistical tables, graphic displays and presentations.

The ideal candidate is experienced in analytics and data lifecycle management ; is comfortable working with technical and non-technical staff in a fast passed environment and able to interact with all levels of leadership; exhibits attention to detail, sound judgement, creativity, sensitivity to deadlines, and strong logic and reasoning skills.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet either the education and/or specialized experience qualifications for the grade at which you are requesting consideration.

To qualify on education at the GS-9, you must have:
  • A Master's or equivalent graduate degree OR Two full years of progressively higher level graduate education leading to such a degree
  • A LL.B. or J.D., if related

To qualify on experience at the GS-09, you must have at least one year of specialized experience equal or equivalent to the GS-07 grade level in the following:
  • Experience in applying concepts, tools, techniques, and processes related to data analytics.
  • Experience in utilizing written, visual and oral communication to organize ideas and present findings.
  • Experience in conducting detailed analyses of processes and functions.

You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify on education at the GS-11, you must have:
  • Ph.D. or equivalent doctoral degree
  • 3 full years of progressively higher level graduate education leading to such a degree
  • A LL.M., if related

To qualify on experience at the GS-11, you must have at least one year of specialized experience equal or equivalent to the GS-09 grade level in the following:
  • Experience in applying of techniques and processes of data analytics to conduct detailed analyses of complex functions and work processes; and present recommendations.
  • Experience in data lifecycle management, which includes collecting, validating, storing, protecting, processing, sharing, and retiring data.
  • Experience in written, visual and oral communication to organize ideas and present findings in a logical manner with supporting criteria under short deadlines and with limited information.

You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify on experience at the GS-12, you must have at least one year of specialized experience equal or equivalent to the GS-11 grade level in the following:
  • Experience utilizing a wide range of qualitative and quantitative methods for the assessment and improvement of programs and procedures.
  • Experience conducting detailed analyses of complex functions and work processes; and interpersonal skills in presenting recommendations and negotiating solutions to disputed recommendations.
  • Experience planning, organizing and directing team study and work and in negotiating with management to implement necessary changes in established procedures.

You cannot qualify on education at this level, you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Problem Solving: Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations.
  • Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  • Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
