Duties

The Bureau of Justice Statistics (BJS) is seeking a Principal Deputy Director responsible for achieving BJS' strategic objectives and enhancing its statistical infrastructure through the oversight of several BJS substantive statistical program units.

As the Principal Deputy Director, you will oversee the administration of and provide technical direction on a variety of national statistical programs and series on crime and the administration of justice. You will provide leadership and direction to a professional staff contributing advances in the area of survey and sample design, data collection methodologies, computational statistics, and analytic techniques. Such advances and contributions result in enhanced statistical data and techniques providing a basis for continued research and improved criminal justice policies and programs.

You will serve as an advisor to the BJS Director on the most challenging problems facing an agency having responsibility for programs of national and international scope and impact. You will provide expert advice and guidance on statistical and technical issues related to current and proposed programs/series, identify the need for further investigation and program development, and assess the feasibility of establishing new statistical programs or modifying existing programs to incorporate new data collections. This includes resolving unyielding problems for which traditional methods are neither applicable nor easily adaptable.

You will direct the performance of complex methodological research for the development of new surveys in areas for which data are limited or not available. You will develop and approve methodology used for data collection and processing; including oversight of sample design, data collection, imputation/estimation procedures, tabulation, cost management, and quality control. You will direct studies requiring the application and integration of advanced statistical techniques to the field of criminal justice and national justice policy.

In this role, you will also oversee and review all statistical publications, data releases, and program announcements for accuracy and content ensuring adherence to data quality standards and relevant statistical policy.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
  • Directing the work of an organizational unit;
  • Ensuring the success of one or more specific major programs or projects;
  • Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance;
  • Supervising the work of employees; and
  • Exercising important policymaking, policy determining, or other executive functions.
Applicants must also demonstrate social science research, research administration, and/or managerial experience pertinent to the position.

Executive Core Qualifications:

You must clearly document and demonstrate the following Executive Core Qualifications (ECQs); your responses to the ECQs must be addressed separately, not to exceed ten pages total:

ECQ 4: BUSINESS ACUMEN - This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5: BUILDING COALITIONS - This core qualification involves the ability to build coalitions internally and with other Federal agencies, state, local and tribal governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Mandatory Technical Qualifications:

You will be evaluated on the following Mandatory Technical Qualifications (MTQs): Your responses to the MTQs must be addressed separately, not to exceed two pages per MTQ.

MTQ 1: Demonstrated expert knowledge of survey methodology and expertise in designing, planning, directing, implementing, and evaluating national or large-scale statistical programs, especially with integration of data collections into statistical programs pertaining to criminal justice or other related fields.

MTQ 2: Knowledge of major challenges confronting the Federal statistical system and demonstrated expertise in designing solutions to these challenges, such as declining response rates in surveys, establishment of survey methodologies, use of administrative data for statistical purposes, combining data sources while protecting privacy, and the future of "big data."

Failure to meet the basic qualification requirement and address all Mandatory Technical and Executive Core Qualification factors will result in your application being disqualified.
