Duties

Major duties include but are not limited to :
Performs blood collection using a variety of phlebotomy techniques including vacutainer systems, syringe, and butterfly apparatus

Demonstrates knowledge of principles, techniques, and practices of phlebotomy, hemostasis, and requirement of blood collection for the various tests performed in the laboratory

Troubleshoot problems with incorrect identifications, missing samples and missing orders

Interacts with patients, visitors, staff, students and volunteers in a courteous and professional manner

Adheres to all universal precautions, infection control and safety regulations associated with collection and processing of blood and body fluids

Work Schedule: Rotating Shifts; Monday-Friday 06:00am to 7:30pm, Weekend and Holiday Rotations

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2022.

The Selective Placement Factor for this position is: Experience performing phlebotomy/blood draws on human patients.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. For a GS-05 position, you must have served as a GS-3 or higher. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (a) technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings, or, (b) technical support work in a closely related field, e.g. biological laboratory technician work, that required application of the methods and techniques for the positions being filled; and, experience performing phlebotomy/blood draw procedures on human patients. (Note) Please ensure your resume detail the special experience needed for consideration.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled.

OR,

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of education and experience equivalent to the requirements for a GS-5.

Note: Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to 1 year of specialized experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is performed in a laboratory atmosphere and requires regular and physical exertion such as walking, bending, recurrent standing and moderate lifting. The work requires specific physical characteristics and abilities and dexterity needed to perform intricate analytical and technical procedures. The position may also require assisting geriatric and/or disabled patients. The incumbent must have normal color vision, pass mask fit testing, and complete Heart Savers training.

Work Environment: The work involves moderate risks or discomfort associated with working in a clinical laboratory with regular and recurring exposure to hazards such as infectious materials, chemicals, electrical appliances. The work is performed involves regular and recurring exposure to infectious and contagious diseases, odors, and other risks that require special health and safety precautions. The incumbent takes special safety precautions and must use protective clothing and devises such as gloves, face shields, and safety shields in accordance with OSHA guidelines. Fit testing, gloves and the use of gowns are required for isolation patients.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
