Position Information

The Department of Human Services (DHS), Aging and Disability Services Division (ADSD) is seeking a part-time Quality Assurance and Training Specialist to join the Quality Assurance and Administrative Management Team. This position will provide program evaluation and monitoring to ensure the highest level of quality services, data analysis, monitoring regulations to update policies and procedures, and training and development. This vital role will also support the internal/external customer service experience and daily operations within the division.

This team supports older adults and persons with disabilities through an array of community-based services, including case management, nursing, mental health, information and referral, and in-home care.

Specific duties include:

  • Reviewing the clinical work of social workers, counselors, nurses, and human service clinicians to ensure best practices and compliance with local, state, and federal requirements;
  • Conducting quality assurance activities, such as HIPAA compliance reviews and program monitoring activities, reviewing and updating quality assurance plans and tracking implementation;
  • Collaborating with the Supervisor and Clinical Managers to conduct pre-audit and post-audit activities, such as gathering documents, reviewing charts, developing and monitoring corrective action plans, and identifying systems or process issues;
  • Assisting with analyzing data and developing and updating performance measurement plans;
  • Staying current on state, local, and federal regulations and updating Division policies and procedures; and
  • Collaborating with subject matter experts to design training, managing staff development in the electronic learning management system, and supporting staff engagement functions.
The ideal candidate will possess strong communication skills and is energized by new and challenging projects.

Selection Criteria


  • Bachelor's degree in public administration, business administration, social work, psychology, gerontology, public health or a similar field; and
  • One year of experience performing quality assurance activities, performance metrics, reviewing and/or auditing clinical documentation for compliance or other directly-related work.

Substitution: Additional directly related experience can substitute for the education requirements on a year for year basis.

Desirable: Preference may be given to candidates with experience in one or more of the following:

  • Proficiency with Microsoft Office Excel;
  • Creating reports to evaluate programs and develop performance metrics;
  • Designing and facilitating training;
  • Excellent project management skills; and/or
  • Using electronic management systems (i.e. Taleo).

Special Requirements

Candidates selected for interview will participate in an exercise to assess skill level for MS Excel.

A pre-hire background check will be required and may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.

A state of Virginia Central Registry check will be performed.

The applicant must possess, or obtain by the time of appointment; a valid driver license, or the applicant must use alternative methods of transportation to perform duties at locations other than the primary worksite. If the applicant possesses or acquires a license, they must authorize Arlington County to obtain, or must provide a copy of the official driving record.
