The Department of Parks and Recreation (DPR) is seeking a Management Analyst to perform budget, financial and procurement functions for the Community Recreation Division (CRD). This employee will work closely with staff to analyze and research a variety of budget, management and policy issues and negotiate and recommend alternatives, options, and solutions to address the issues.

Specific duties include:

  • Overseeing the development of the annual operating budget of over $8 million, which includes budget formulation, execution, adjustments, tracking, monitoring, reconciliation, close-out, and procurement;
  • Preparing financial analysis to include forecasts for both revenues and expenditures;
  • Monitoring expenditures and procurement, including purchase cards, purchase orders, contracts and phone/data usage;
  • Advising Division Chief of unauthorized purchases and other anomalies or inefficiencies;
  • Conducting strategic planning, business process improvement, systems thinking, and developing viable solutions and recommendations;
  • Utilizing data collection tools appropriate to the task to collect and analyze results;
  • Managing financial and administrative records and preparing reports for staff, management and others;
  • Assisting with the design, development, coordination and implementation of Division trainings and workshops;
  • Collaborating with Division Management Analyst on shared functions and cross-training;
  • Developing productive working relationships and partnerships within and across the Division, County departments and work groups; and
  • Communicating with internal and external customers, both verbally and written, in accordance with the County's customer service standards.
Selection Criteria

  • Bachelor's degree in Public/Business Administration, Accounting, Financial Management, Economics, or related field; and
  • Two (2) years of progressively responsible program administration experience, including fiscal responsibilities, budget preparation, expenditure analysis, accounting and/or budget tracking.

Substitution: Additional directly related qualifying experience may be substituted for the education requirement on a year-for-year basis. A Master's degree in a closely related field may substitute for up to one year of experience.

Desirable: Preference may be given to candidates with one or more of the following:

  • Experience with financial and budget management in the public sector;
  • Proficiency with Microsoft Office Suite and web-based Oracle business software;
  • Certified Governmental Financial Manager designation; and/or
  • Master's degree in Accounting, Business Administration, Public Administration, or a related field.
