Position Information

The Arlington Economic Development (AED) Division is seeking two experienced Commercial Development Specialist to join their Real Estate Development Group (REDG). The REDG's core mission is to advance County economic development priorities and build capacity for sustainable economic development.

The Specialist will support the REDG's implementation of County polices, plans, and ordinances, with a focus on sustaining the health of Arlington County's business and development environment. The Specialist will work across AED divisions and County departments, regarding policy formation, long-range planning, site plan review, economic analysis, fiscal impact analysis, public financing strategies and public-private partnerships. The Specialist will also work directly with Arlington's three business improvement districts (BIDs).

Specific duties:

  • Implementing near-term policy priorities to improve land use flexibility and County responsiveness and increase the County's commercial market resiliency;
  • Reviewing site plan projects and long-range planning efforts to provide an economic development perspective;
  • Identifying and facilitating solutions to challenges for retail and commercial office tenant occupancy, including land use policies and ordinances, and signage and permitting;
  • Acting as primary County liaison to three established business improvement districts (BIDs), including managing the annual work plan and budget County processes for the BIDs;
  • Supporting BID projects and programs through complementary policy and program evaluation and implementation by the County, and reporting updates on BID activities to the County Board, County Manager, and other senior County staff;
  • Tracking and reporting the state of the commercial market in Arlington;
  • Communicating with property owners and retail brokers on real-time leasing trends and transactions; and
  • Supporting new programs and policy efforts as needed.

Selection Criteria

Minimum:

  • Bachelor's degree in Urban Planning, Business/Public Administration, Real Estate Development, or related field;
  • Significant experience in project management, retail development, brokerage, local government Real Estate processes and practices, or related real estate field.
Substitution: Additional qualifying experience may be substituted for the education requirement on a year-for-year basis.

Desirables: Preference may be given to candidates with a Master's degree in related field and experience in one or more of the following:

  • Commercial real estate development or leasing;
  • Real estate consulting;
  • Planning and zoning processes and practices;
  • Business improvement districts or similar organizations; and,
  • Public speaking/presentation experience.

Special Requirements

The applicant must possess, or obtain by the time of appointment, a valid Driver License, or the ability to use alternative methods of transportation to perform duties at other locations. If the applicant possesses or acquires a license, they must authorize Arlington County to obtain, or the applicant must provide a copy of official driving record.
