PRIMARY ROLE: The Cost & Pricing Associates will assist with the development and review of budgets and price inputs for Plan's grant- and contract-funded projects from various donors, including US Government ("USG") agencies, private foundations, corporations, etc. Additionally, this position helps maintain budget templates and pricing tools, formulate budgeting and competitive pricing strategies, and helps improve Plan's pricing/budgeting processes. The position may assist with other financial reporting and analysis. This position may also occasionally travel to Plan's international field offices in Africa, Asia and Latin America, if appropriate. DUTIES AND RESPONSIBILITIES: Assist with the development of USG cost proposals and budgets for USG and other non-USG funded business opportunities. Collaborate on assigned cost proposals in an efficient manner that maximizes Plan's potential revenue and chances of winning the bid, by working with the Senior Manager of Finance, Pricing & Analytics, and with staff in other areas, such as Business Development, Finance, Program Management, Area Experts, etc. Review business opportunities for cost-related issues and help draft clarifying questions for the potential donor in the early stages of the bid. Develop formula-driven proposal budgets in Excel for each assigned bid by adapting/customizing internal Plan budget templates to match specific donor and award requirements, as well as Plan's country-specific policies/procedures (eg exchange rate, labor laws, etc). Assist with the drafting/editing/review of budget narratives, that supplement the Excel proposal budget and help a donor understand how Plan's costs are calculated and whether they are reasonable, justifiable. Assist with the review of subcontractor budgets. Help manage and maintain Excel budget templates used by Plan's subcontractors/sub grantees. Work closely with local staff in Plan's field offices to help them assemble their cost information and develop multiple budget drafts over the course of the proposal process. Coordinate with Plan's business development and compliance staff to ensure proposal budgets meet specific solicitation requirements. Review budgets and budget narratives before submission, jointly with others at Plan. Occasionally provide assistance and answer questions to help internal & external stakeholders understand Plan's budget and pricing policies. Assist with the timely review, revision and analysis of budgets for Plan's existing programs (ie budgets for awards already won by Plan). Assist with budget and financial analysis, as assigned, to guide proposal design, program implementation, risk mitigation and competitive cost & pricing strategies. Education : Bachelors degree or equivalent experience; Master's degree preferred. International development/affairs, economics, finance, business, accounting, math, science, statistics, data analysis majors preferred. Experience: 0-5 years of experience in similar capacity (eg working with Excel, budgets, etc.) OR 0-5 years of experience in international development in any capacity. Cultural Competency: Experience living, working and/or traveling abroad; close or in-depth familiarity with foreign cultures and/or working with people in Africa, Asia or Latin America. Mastery of Foreign Language: Candidates fluent in French or Spanish will be strongly preferred. Other Knowledge/Abilities: Advanced Excel skills (eg math formulas such as SUMIF and VLOOKUP; name manager; FIND/REPLACE; keyboard shortcuts; etc). Proficiency in Word. Understanding of basic financial, economic and/or business principles and role of project-level budgeting, forecasting and cost estimating. Proven ability to manage a varying workload and meet deadlines. Excellent oral and written communication skills utilized in a team environment. Familiarity with US government cost principles, rules, regulations, grant/contract management, procurement and funding mechanisms a plus.
