An Overview
The Fiscal Officer II will be responsible for financial work along with assisting program managers in the Department to accomplish their budget goals. This individual will have strong financial experience, particularly as it relates to a local government, and with a public safety agency. This individual will primarily be responsible for budget work within the Fire Department and will be called upon to work with fiscal staff and program managers to work through the purchasing process including requisitions and purchase orders, purchase card transactions, allocations, and troubleshooting accounts payable issues in the Department.

The ideal candidate should have knowledge of administrative processes including budget formulation and fiscal m anagement , accounts payable and procurement. The candidate should possess the ability to communicate clearly and effectively both orally and in writing; have strong math skills; the ability to perform complex analysis; maintain financial records; and prepare reports and statements as needed. The ability to understand, follow and provide complex verbal and written instruction. Strong Microsoft Excel experience including creating pivot tables and various spreadsheets.
The Opportunity
- Monitors fiscal conditions of the department's operating programs and conducts budgetary and financial analyses of the department's budget to determine variances, and communicates with the divisions on the causes and remediation of the variances;
- Develops financial analysis reports for aiding in developing the department's budget;
- Develops monthly financial reports for tracking and analyzing budgets;
- Meets with Deputy Directors and Division Chiefs on budgeting or financial issues as they arise;
- Prepares, justifies, and tracks budget transfers required for the department during the fiscal year;
- Authorizes department purchases and payments according to City and State regulations;
- Reviews and approves payment vouchers and agency purchase orders for the department after verifying that the documents are in compliance with City procedures and regulations;
- Composes CIP allocation requests to Office of Management and Budget (OMB) for the Monthly Capital Projects and Planned Expenditures docket item using the information provided by managers of the projects;
- Resolves problems pertaining to purchasing and budget issues;
- Recommends budget adjustments and alternative method for meeting budget goals to the Director and Division Chief of Administration;
- Assists with grant application preparation, submits quarterly grant reimbursement requests, monitors expenditures for grants;
- and Performs related work as required.
The Alexandria Fire Department provides fire, and emergency medical services with capabilities for responding to a wide range of occurrences, including fire protection to a 15 square mile city. We employ more than 300 professionals, which include firefighters, paramedics, fire prevention staff and administrative support. A network of ten stations protects 15 square miles. Among the department's specialized teams are the Northern Virginia Regional Hazardous Materials Team, Technical Rescue, Marine Operations, Special Operations Team and the Office of Emergency Management (OEM).
Minimum & Additional Requirements
Four Year College Degree; three years of experience in positions involving public administration, public financial planning, public budgeting, government accounting, electronic data processing, procurement contracting and personnel management; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Preferred Qualifications
Bachelors Degree in Accounting, Finance, Business Administration and/or related field. Completion of college-level courses in the principles and theories of accounting, budgeting, procurement and contracting, g overnment budgeting; payroll experience, experience with a local government budgeting process; experience with Microsoft Excel, particularly creating and editing pivot tables; excellent verbal communication skills; ability to write clearly and multitask to meet deadlines under pressure.
