As a Supervisory Management and Program Analyst, MS-0343-2, your typical work assignments may include the following:
  • Serves as the DPM and supervises the CR Front office staff. Performs the full range of supervisory functions including assigning work and establishing workload priorities, reviewing work, interviewing candidates and recommending selections for filling vacancies, making recommendations for promotions and reassignment actions, preparing performance standards and assessing performances, initiating discipline when necessary, and identifying training needs. Ensures effective implementation of EEO and all other special emphasis programs.
  • Serves as manager, responding to information requests from other GAO offices. This includes analyzing information needed for annual performance and accountability reports, priority frameworks planning, strategic planning, budget requests, internal controls, and requests from the Comptroller General and Chief Operating Officer regarding engagements (e.g., queues, job starts, and work load by committee).
  • Assists the MD of CR with projects for the Comptroller General or our congressional clients.
  • Develops and oversees learning materials for GAO staff on meeting the needs of Congress. This includes maintaining, scheduling, and staffing the CR curriculum in the Learning Center; creating just-in-time training on relevant topics; creating summaries or briefings of matters before Congress; and working with outside entities that may offer such learning opportunities; and coordinating with GAO managers to design training material.
  • Recruits and manages Hill Detailees. This includes managing requests, recruiting and vetting candidates, and collecting feedback on their experiences.

You may qualify at the MS-II Band level, if you fulfill the following qualification requirement:

Applicants must have 1 year (52 weeks) of specialized experience at the next lower band or level equivalent to MS-I, PE-IIB, PT-III, CS-II or the GS-14 in the Federal Service, or comparable private/public sector experience which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience for this position is defined as: (1) Conducting qualitative and quantitative analytical and evaluation methods and techniques for analyzing the effectiveness of administrative and technical programs in order to identify and advise on programs and initiatives, and analyze CR's overall strategic plan; (2) Facilitating congressional outreach and education about GAO services to include working with Congressional Committees, key staff, agendas and procedures; (3) Utilizing GAO's Engagement Management System to identify trends or areas of concern in the agency's client relations; and (4) Collaborating with internal customers and external clients, to include communicating congressional and legislative actions and trends to agency management or organizational personnel in an effort to preserve and improve CR relationships.
