Duties

As a HR Specialist (Classification, Recruitment, & Staffing), GS-0201-11, you will be responsible for:

- Applying a thorough understanding of classification principles, and concepts to interpret and adapt classification standards/guides to secure sound classification on positions.

- Analyzing duties, applies classification standards, and writes evaluation statements to justify title, series, and grade.

- Assisting management in the development of crediting plans to determine knowledge, skills and abilities and other characteristics necessary for successful recruitment.

- Maintaining controlled filing systems for sensitive personnel information and actions that requires the safeguard of personal privacy information.

- Using tact, diplomacy and patience when communicating and dealing with others. e.g. co-workers, managers, supervisors, and internal/external customers. When a request for information or assistance is received, a timely and accurate response is critical. Research will be conducted to ensure that the provided response is accurate, expeditiously carried out, answers the question(s) posed, and/or meets and complies with current established statutes/regulations, policy, guidelines, processes, procedures.

As a HR Specialist (Classification, Recruitment, & Staffing), GS-201-12, you will be responsible for:

- Troubleshooting and resolves challenging problems associated with comprehensive recruitment and placement services for assigned organizations.

- Providing technical advice to agency staff in resolving recruitment and placement problems including defining issues, determining applicable precedents, laws or regulations, and identifying the most effective approach and technique to validate the correctness and propriety of the actions taken.

- Serving as a Human Resources representative on inter-agency discussion and working groups covering a broad range of human resources.

- Providing guidance interpretation and assistance and determines the degree of compliance with regulations and other employment program requirements.

- Evaluating, audits and classifies a wide variety of positions. Determines proper title, schedule, series, and grades of positions. Advises management officials on the preparation and rewrite/revision of position descriptions to ensure adequacy for classification purposes.

- Explaining and supports classification decisions to operating officials.

- Using tact, diplomacy and patience when communicating and dealing with others. e.g. co-workers, managers, supervisors, and internal/external customers. When a request for information or assistance is received, a timely and accurate response is critical. Research will be conducted to ensure that the provided response is accurate, expeditiously carried out, answers the question(s) posed, and/or meets and complies with current established statutes/regulations, policy, guidelines, processes, procedures.

Qualifications

You may meet the minimum qualifications for the GS-11 if you possess the specialized experience, education, or a combination of the two.

Specialized Experience for the GS-11

One year of experience in either federal or non-federal service that is equivalent to at least a GS-09 performing two out three of the following duties or work assignments:

1. Experience providing Federal Human Resources staffing or classification consultative services to internal and external customers.

2. Experience advising Human Resources Specialists in the areas of staffing, classification and/or Human Resources processing.

3. Experience assisting with two of the following federal agency's Human Resources areas: Pathways Programs, Special Hiring Authorities, Social Media Platforms (LinkedIn, etc.) or Recruitment and Outreach events.

OR

EDUCATION (see EDUCATION SECTION of the vacancy announcement)

OR

A combination of both education and experience.

Selective Placement Factor: Currently Delegated Examining certified. Only applicants that meet this requirement by the closing date of this announcement will be considered for this position.

3. Skill in communicating efficiently and effectively to co-workers as well as internal/external customers.

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-12 if you possess the specialized experience.

Specialized Experience for the GS-12
One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two out three of the following duties or work assignments:

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
