Duties

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

Major Duties

As a Program Specialist, you provide assistance in developing and implementing comprehensive plans and strategies for the internal and external integration of day-to-day and long-range program activities and projects for the Bureau of Health Workforce.

Your major duties and responsibilities include:
  • Providing support and assistance for the development, implementation, and maintenance of ongoing Bureau of Health Workforce programs, projects, and initiatives, and for ensuring that BHW programs are carried out in support of BHW goals and objectives.
  • Assisting in analyzing and evaluating the capabilities, effectiveness, and costs of BHW programs, procedures, and functions.
  • Participating as assigned on special projects, workgroups, initiatives, or collaborations pertaining to the programs and functions of BHW or to the responsibilities of the position.
  • Assisting in conducting studies and assessments of BHW programs, processes, and operations as assigned to identify potential areas for improvement, problem areas, or issues that may hinder the effectiveness and efficiency of BHW programs and services.
  • Assisting in assessing and analyzing administrative and program support functions and procedures, and in developing recommendations to improve the effectiveness, efficiency, and productivity of programs and processes.
  • Participating in preparing reports, position papers, and other documents containing findings and recommendations for use by senior Office of Strategy Programs and Partnerships and Bureau of Health Workforce officials.

QUALIFICATION REQUIREMENTS:

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Applicants may meet the minimum qualifications for this grade based on one of the three methods below:

1. EXPERIENCE: In order to qualify for this position at the GS-11 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience that is comparable in difficulty and responsibility to at least the GS-9 level in the federal service.

Examples of minimum specialized qualifying experience equal to the GS-9 level include performing the following types of tasks on a regular and recurring basis:
  • Identifying and analyzing problem areas in administration and management processes, procedures, workflow, etc., and recommend viable solutions.

OR
  • Performing general administrative duties and functions (i.e., time and attendance, travel, human resources, training, finance/budget, procurement/contract, property management, space management, etc.).

OR

2. EDUCATION: Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study or other field of study with course work directly related to the work of this position.

3. EDUCATION AND EXPERIENCE: Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.

MANAGEMENT ANALYSIS - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization.

ADMINSTRATION AND MANAGEMENT - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.

TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.

Education

If you qualify on the basis of education in lieu of experience, you must submit a copy of your transcripts (or a list of your courses including titles, credit hours completed and grades) to document that you have met the education. Unofficial transcripts will be accepted in the application package. Official transcripts will be required prior to your starting work.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
