Duties

  • You will assist the team in the implementation of policy, guidance, project execution tracking, and metrics assembly/analysis for the effective execution of the program.
  • You will provide technical support across a wide range of FMFS functions, including programming, planning, preparation and execution of Facilities Services Contracts.
  • You will assist contracting officials with Acquisition Planning, Market Research, base contract negotiation, and modification/task order development and negotiation.
  • You will serve as an advocate and store front for one or more regions to coordinate technical support, process improvement, workload analysis, efficiency studies, and to facilitate data calls / Requests For Information (RF!).

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field FACILITIES ENGINEERING Level II. Certification is required within 24 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.


Qualifications

GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Employing contracts management, services acquisition, scheduling, cost estimating and general business processes associated with facilities services work; 2) Participating in technical review boards to recommend selections for contract awards; 3) Drafting performance work statements (PWS) and specifications to capture customer requirements in order to publish Requests for Proposals (RFPs); and 4) Interpreting customer requirements in terms of performance objectives and standards to generate contract technical packages and performance assessment plans.

GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Working collaboratively or independently toward a common goal adding value throughout the process or project; 2) Communicating effectively with all levels of the chain-of-command; and 3) Performing basic computer tasks in the Microsoft Office Suite along with the capability to learn and become proficient in enterprise e-systems to execute daily tasks (e-Projects, EDA, RS Means, Maximo, iNFADS, etc.).

Education

In lieu of specialized experience, the following education may be substituted to meet the minimum qualifications requirement at the GS-11 level:

Successful completion of a Ph.D. or equivalent doctoral degree
or
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
or
Successful completion of an LL.M., if related

or

A combination of experience and education as described above that equates to one year of experience. In which the percentage of the required education plus the percentage of the required experience equal one hundred percent

This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

A 40-hour work week is typical for this position.

The incumbent is required to respond after normal work hours and work overtime on a priority "as needed" basis, and is required to provide a 24 hour emergency contact number. Emergency and/or after hours response situations are rare.

This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.

Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

Physical Demands: The work requires some physical exertion, such as walking, bending, and lifting (equipment less than 20 pounds) particularly during field site visits when working contract technical package development. The work can be predominantly sedentary during periods of contract specification writing and IGE development. Some travel ( 4-6 times per year) outside the local area is required to participate on product line initiative teams, conduct field assist visits, and to conduct PWS development site visits.

Work Environment: While the work is typically performed in an adequately lighted, climate controlled office setting, it may involve limited periods of exposure to moderate discomforts and unpleasantness, such as high or low temperatures, austere facility conditions, adverse
weather conditions, and dusty and dirty conditions while conducting on site facility visits.
