Duties

  • Ensures that US Government funds are properly planned, budgeted, obligated, and expended in MCC foreign assistance programs and works with staff in the execution of program financial services and other related functions (e.g. procurement, legal) throughout the compact lifecycle (i.e., development, implementation, and closure).
  • Provides advice and guidance relating to MCA financial operations, MCC's fiduciary oversight of the foreign government grantee organizations ("MCA"s), MCC's fiduciary framework, audit programs, and other related topics. Assesses risks and opportunities, and develops solutions to address them, with an emphasis on effectively overseeing administration of MCC resources.
  • Formulates policies and operational procedures regarding the financial management of funds provided to eligible countries, managed by MCAs, under the terms of a compact including plans to improve program policies, practices, methods, and organizational structure, as they relate to financial management and program financial services.
  • Evaluates the adequacy of financial management systems and structures proposed by host countries and determines whether an external Agent should be engaged to safeguard USG funds.
  • Provides guidance to the host country counterparts (the MCA) in establishing the financial management structure needed to implement the compact, and ensuring that reasonable measures to prevent fraud, waste and abuse in the use of grant resources are implemented.
  • Provides guidance to host country counterparts on establishing the human resources policies and structures of the MCA formed to implement MCC-funded grant programs.
  • Contributes to the formulation of policies relevant to program financial services and international human resources issues. Prepares reports and written analyses regarding MCC policies and positions on difficult or complex matters.
  • Evaluates compact project components that involve the improvement and reform of government financial management systems and provides authoritative guidance on developing each.
  • Represents MCC on program financial services and financial management matters.
  • Performs related duties as assigned.

Qualifications

To qualify for pay band 2D you must meet the following:

Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 3A (GS-15) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, this experience is defined as: ensuring that US Government funds are properly planned, budgeted, obligated, expended in foreign assistance programs; developing policies and operational procedures regarding the financial management of funds; working with international banking and/or tax laws and regulations sufficient to develop corporate policies and procedures sufficient to monitor and ensure the fiscal integrity of payments/funds; providing advice and guidance relating to financial operations, fiduciary oversight, fiduciary framework, audit programs, and related topics; and representing an organization on program financial services and financial management matters to senior officials, internally and externally. Note: This experience MUST be well documented within your resume or application.

Highly Desirable: experience communicating in French, Spanish or Portuguese (both orally and in writing). (Please include language and level of proficiency in your resume).
